ORGANIZATIONAL CONTEXT

A drastic and rapidly deteriorating security context is driving a humanitarian emergency in Burkina Faso. 1/3 of provinces are in a State of Emergency, and insecurity is projected to continue to expand southward – towards the coast. The situation is directly impacting the UN and NGO partners’ ability to provide assistance: especially in the North Sahel and East regions where markets, social and financial services are disrupted beyond main towns. There are important concerns that road access could soon be cut off to some areas.

Nearly 150,000 people are displaced – more than tripling since December; before end 2019 OCHA estimates could reach 200,000. The security crisis is playing out in the same regions most affected by recent recurrent droughts: 668,000 people require urgent food and nutrition support in the 2019 lean season. Needs are expected to persist beyond the lean season as normal livelihoods activities are increasingly disrupted. Ongoing nutrition screening confirms a deteriorating situation for IDP children, and the nutrition situation globally is likely to worsen as the lean and rainy seasons begin and security-induced health center closures disrupt access to care for more than 160,000 people. Security risks to schools have led to closures affecting 146,000 children; this number could double (to 300,000) before end of 2019.

JOB PURPOSE

Humanitarian access in WFP's areas of operation is deteriorating. The Sahel is the most difficult area to access where several roads are impassable due to the presence of mines and IED. As a result, WFP staff can no longer visit several localities. The regions of the East, North and North Center are also increasingly affected. Given the situation, the development and implementation of a strong access strategy, constant monitoring of the security situation and the constant adaptation of activities is urgently required.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Humanitarian Access Adviser will be responsible for the following duties:

o Establish and maintain close working relationships with main players who can influence beneficiaries access to humanitarian assistance. These actors include key formal or informal community leaders, other humanitarian organizations or local partner organizations, civil society groups and various state and non-state armed actors; o Monitors, analyses and reports on humanitarian developments, disaster relief/management or emergency situations in assigned area, particularly related to MCCord, Protection, and Humanitarian Access; o Conducts an assessment and analysis of the civil-military operating environment in order to formulate and implement an UN-MCCord strategy and action plan. Continually evaluates the implementation and effect of the plan and revises it as appropriate; o Facilitate the establishment and maintenance of lines of communication with formal and informal armed groups through the most appropriate liaison approach. Establish mechanisms for information sharing to promote common situational awareness on mutually relevant operational issues. o Work with Humanitarian access team to build local community acceptance; o Advise Humanitarian team in general, and WFP in particular on strategies and approaches for improved access to high-risk or remote areas; o Provide an analysis on the appropriateness of the use of military assets to support humanitarian activity, including an analysis of alternatives. o Advise WFP operation management team on risk mitigation measures for beneficiaries o Identify and report information and events that may have an impact on WFP operation o Train WFP and other humanitarian organization staff on access related issues o Support capacity building activities for CONASUR, Burkina Faso emergency response council

STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced university degree (Master’s degree or equivalent) in political science, law, international studies, or a related field.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  Language:

Experience:

• Fluency in French is required.

  • Working knowledge of English is also required.
  • Fluency in languages commonly spoken in the area of operation is beneficial.

  A minimum of five (5) years of progressively responsible professional field in humanitarian or military affairs, of which at least three (3) years should have been in the field and/or crisis/emergency relief management in high risk areas.
