This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Description of task

Under the coordination of the UN National Human Rights Advisor and in close coordination with the relevant authorities, the UNV will:

  1. Provide technical assistance in designing and developing a National Human Rights Action Plan
  • Carry out a desk review of national human rights protection framework and recommendations from UN human rights mechanisms.
  • Facilitate consultations with civil society and stakeholders on draft Action Plan, including non-governmental organizations, donor community, UN agencies and other relevant stakeholders.
  • Provide technical assistance to the Ministry of Parliamentary Affairs and Governance and relevant authorities in drafting the National Human Rights Implementation Action Plan, including by introducing mechanisms and procedure to enhance the implementation of human rights recommendations.
  1. Provide technical support to the Ministry of Parliamentary Affairs and Governance
  • Provide technical support and analysis on the national and international human rights framework, reporting obligations and other support relating to international human rights mechanisms.
  1. Provide technical support and capacity building to the four Constitutional Commissions.

  2. Inclusion and participation of civil society in human rights mechanisms

  • Facilitate dialogues and training sessions with civil society organisations on the UPR process and UN human rights mechanisms.

UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Dedicate 15% of the assignment to assistance of civil society organizations, promoting the recognition of volunteerism for human rights within the mandate of OHCHR.
  • Work with their direct supervisor to identify and integrate new opportunities to integrate volunteerism in host agency projects, programs campaigns and communication material.
  • Promote discussion, reflection and recognition of the contribution of volunteerism towards the host Agency´s mandate both internally and with agency partners.
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

​****Institutional Arrangement

  • This component of the project will be implemented under the direct supervision of the National Human Rights Advisor/UN Resident Coordinators Officer and in close coordination with the Minister of Parliamentary Affairs, Governance of Guyana.
  • The UNV will report weekly to the UN Resident Coordinator’s Office in Guyana.

UNV programme will provide:

A monthly Volunteer Living Allowance (VLA) of **USD 2,479.27** to cover the costs of accommodation, housing and regular living expenses.

Health insurance (including dental and up to three dependants) [specialists and experts], life and permanent disability insurance are included, as well as a resettlement allowance upon satisfactory completion service.

Annual, medical and parental leave (if applicable), e-learning courses and training allowance (reimbursement).

Settling-in grant and repatriation grant are provided.

Full time availability is required.

Educational additional comments

Advanced university degree (Master or equivalent degree), preferably in law, political science, international relations or related studies with proven focus on International Human Rights Law.

Experience remark

Required Experience: Five year

  • Demonstrated interest and at least five year of experience in the field of human rights or justice at the local, national or international level, including experience with civil society organizations and experience in human rights analysis and reporting cases is required.
  • Experience in the field of human rights at the international level would be highly considered.
  • Demonstrated knowledge or experience on indigenous people rights and gender related matters is desirable.
  • Motivated to contribute towards peace and development and to serve others;
  • Good interpersonal, networking and communication skills;
  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living conditions;
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others).

Language skills

  • English(Mandatory), Level - Fluent
