Org. Setting and Reporting This temporary position is located in the Field Operations and Technical Cooperation Division (FOTCD) in the Office of the High Commissioner for Human Rights (OHCHR) in Addis Ababa, under the direct supervision of the Coordinator of the secretariat of the Group of Eminent Experts on Yemen.

Responsibilities Within delegated authority, the Human Rights Officer/ Investigations Team Leader will be responsible for the following duties:

- Manages the day-to-day operations of the Secretariat investigations team; - Participates in and organizes missions to sites of violations or other places as required; - Serves as first reporting officer of the team of Human Rights Officers/Investigators and other experts in the Secretariat; - Develops investigations, information gathering and operational plans in accordance with standard OHCHR methodology, including on the integration of gender perspective; - Adapts methodologies and tools to collect and process all data; - Oversees, guides and conducts interviews and other evidence gathering activities; - Develops and oversees plans to ensure that all required measures are taken to protect victims and witnesses who will cooperate with the GEE and that effective referral pathways for survivors are used when possible; - Coordinates drafting of the GEE’s internal analyses and public reports; - Revises all team inputs and ensures highest quality standards of investigation, corroboration, analysis, conclusions and recommendations are incorporated in the final report; - Oversees the proper handling, secure storage and preservation of information and data in accordance with procedures and tools adopted by the GEE; - Incorporates gender perspective into all areas of work, in particular in the investigations plan, information gathering, analysis and reports of the GEE; - Performs any other duties.

Competencies PROFESSIONALISM: Knowledge of human rights-related matters, international human rights law, international criminal law and international humanitarian law; proven ability to analyse complex human rights investigations; understanding of gender dimension in the human rights field work including sexual based violence; capacity to analyse and synthesize information; knowledge of witness and victim protection and data. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the Internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges. Remains calm in stressful situations. Education Advanced university degree (Master's degree or equivalent degree) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required. At least two years of experience in managing teams is required. At least three years of experience in human rights or international criminal investigations, including international humanitarian law violations with human rights investigative bodies or tribunals is required. Experience working in Commissions of Inquiry/Fact-Finding Missions or an international criminal court is desirable. Experience working in or on Yemen is desirable.

Languages French and English are the working languages of the United Nations. For the position advertised, fluency English is required. Fluency in Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
