This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of the Coordinator of the Field Office, and the overall supervision of the Deputy Director of the UNJHRO, the duties of the Human Rights Officer will include but are not limited to the following:

  • Gather information and report on the human rights and protection, including through close cooperation with other United Nations actors and the community;
  • Assist in enhancing communication and setting up coordination mechanisms between local communities, local authorities and MONUSCO, including early warning mechanisms in area of responsibility (AOR);
  • Identify risks of human rights violations, including sexual violence, and recommend preventive measures and responses, contributing to the development of community protection plans;
  • Maintain the sensitivity to human rights issues and of protection of civilians in the areas of responsibility (AOR);
  • Prepare/organize the Joint Protection Team (JPT) missions in close coordination with other JPT members and UN Forces;
  • Contribute to the improvement of MONUSCO protection tools follow up and evaluate the impact of the community protection plan for a specific area through follow up missions;
  • Examine issues of human rights and the protection in the AOR, taking into consideration gender dimensions and develop response mechanisms/strategies in collaboration with the supervisor and other team members;
  • Undertake monitoring and investigation of the human rights and protection in the AOR submit periodic reports to the supervisor;
  • Support capacity building activities on human rights Issues, including protection of victims and witnesses for law enforcement agents, the civil society and Human Rights NGOs;
  • Identify protection needs and provide assistance to victims and witnesses of human rights violations, and support the creation of a network for the protection of victims and witnesses;
  • Promote respect for international humanitarian law and human rights law by all parties.
  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;
  • Perform any other related duties as may be required.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

University degree in law, political science or social sciences. International specialized study on human rights preferred;

Required experience:

36 Months

Experience remark:

At least 3 years of progressively responsible work experience, at national and international levels, in the field of human rights and protection. Experience in difficult, remote and conflict areas, in human rights investigation and would be an asset.

Language skills:

  • English(Mandatory), Level - Working Knowledge
  • French(Mandatory), Level - Fluent

  • Knowledge of international human rights instruments and rules for the protection and promotion of human rights;
  • Knowledge of international mechanisms to seek redress for human rights violations will be an asset;
  • Experience in drafting various documents, including reports on human rights issues, and in research will be an asset;
  • Field experience including working on issues of protection of human rights defenders/ victims and other groups at risk, will be an asset;
  • Willingness to work in difficult field locations;
  • Excellent computer skills in Microsoft suite;
  • Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System; English and French are the working languages of the United Nations/MONUSCO therefore fluency in oral and written French is mandatory Fluency in Swahili and/or Lingala is mandatory. Knowledge of English is desirable
