Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS) with duty station, Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent reports to the Senior Women’s Protection Adviser of the Human Rights Division, under the overall guidance and direction of the Director of the Human Rights Division (HRD).

Responsibilities

Under the general supervision of the Senior Women’s Protection Adviser (SWPA), the Human Rights Officer will be responsible for the following duties:

• Support the implementation of Security Council Resolutions 1820, 1888, 1960, 2106 and 2467 on Conflict-related Sexual Violence (CRSV). • Work in close collaboration with relevant Mission components in order to ensure the reflection of conflict-related sexual violence perspectives in the work of all mission components, including in the coordination of training, development and delivery for military, police and civilian components. • Coordinate the implementation of the Monitoring, Reporting and Analysis Arrangements (MARA) on conflict-related sexual violence. • With the Human Rights Women’s Protection Advisers and CRSV focal points in field teams, coordinates data collection and the preparation of reports and other information products on CRSV related issues of concern to the Security Council, or other bodies; drafts notes, reports, background papers, talking points, speeches and other correspondence for senior UN officials. • Ensure the provision of advice and support to government and non-governmental counterparts in collaboration with relevant mission and UN counterparts, and will foster close working partnerships with relevant UN stakeholders, civil society and donors. • Engage with Senior national counterparts’ officials on South Sudan Government’s commitment to address CRSV. • Develop and coordinate initiatives to strengthen compliance by parties to the conflict with their obligations on CRSV prevention and response, including accountability measures. • Provide technical support to parties to the conflict in the implementation of command orders and action plans prohibiting CRSV. • Undertake risk assessment in the framework of Human Rights Due Diligence Policy (HRDDP) and monitor implementation of mitigating measures. • Provide guidance on the CRSV agenda to human rights field teams and UN agencies, as required • Support the drafting of project proposals and budget as well as their implementation to promote survivor-centered approaches. • Maintain contacts with other UNMISS components, international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations. • Support in the planning of Women Protection Advisory Unit (WPAU) activities, Result Based Budgeting (RBB), Comprehensive Planning and Performance Assessment System (CPAS) and technical cooperation programmes processes and monitor their implementation. • Conduct trainings and field visits as required. • Carry out, in consultation with the SWPA, administrative functions relating to the staff. • Supervise junior staff • Perform other relevant duties, as required.

Ability to relate human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian Programmes. Education

Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations, social sciences, information systems management or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in human rights monitoring and investigation, political affairs, international relations, law or related area is required.

At least two years of field experience in monitoring, verification, analysis, reporting, on sexual violence in a conflict or post-conflict setting, in compliance with UN methodology and guidelines/tools in observance of international human rights and humanitarian law is required.

At least two years of field experience engaging with and advising senior security forces officials and organized armed groups leaders on conflict related sexual violence is required.

Experience in managing technical cooperation and in programme management - experience in designing, implementing, evaluating and reporting on projects, in compliance with HRDDP is required

At least three (3) years of experience supervising a team is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable.
