Org. Setting and Reporting This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA). The Human Rights Officer will be based in Kabul, an "E" hardship and a non-family duty station, and will serve as the Team Leader, directly supervised by the Senior Human Rights Officer under the general guidance of the Chief, Human Rights Service.

Responsibilities Leads the management and implementation of the human rights work in the assigned thematic area, in accordance with the UNAMA Human Rights Service workplan, and management of team members.

Plans, coordinates and leads the Human Rights Team in the monitoring and reporting of violations of international human rights and humanitarian law, in compliance with UN standards, including from a gender perspective, inter alia protection of civilians, including right to life and right to physical integrity; and issues related to the rights of women, children, persons deprived of their liberty, human rights defenders, media workers, and other vulnerable groups; and monitoring of the economic, social and cultural rights situation in Afghanistan.

Conducts substantive research and analysis of human rights issues based on field monitoring and assesses their impact on the human rights and gender equality situation in Afghanistan.

Collects and analyses human rights data and indicators, including gender-specific data and indicators.

Formulates recommendations and suggests advocacy strategies to relevant authorities, including the de facto authorities, civil society organisations, the UN Country Team, and Humanitarian Country Team (HCT), to better protect and promote human rights in the mission area.

Ensures the integration of human rights considerations in the work and programmes of UNAMA, the UN Country Team, and humanitarian actors, where applicable.

Undertakes field visits, for constructive engagement on human rights concerns with local interlocutors, the UNAMA Field Offices, and the UN Regional Teams.

Establishes and maintains contact with the de facto authorities, civil society, and UN Agencies, Funds, and Programmes with complementary mandates, and other relevant partners, to inform on the human rights situation in the thematic area of responsibility, advise on strategic and policy, formulates recommendations and suggests advocacy strategies to better protect and promote human rights and mechanisms in the mission area.

Supports a human rights-based approach in the design and implementation of UNAMA's preventive diplomacy, good offices, dialogues, and other matters pertaining to peace and security.

Follows up on reported cases and situations, including organizing continuous exploratory meetings with relevant de facto authorities in the assigned thematic area for purposes of maintaining direct engagement and contact on, and keeping abreast of, the human rights situation/issue, as well as advocacy, where appropriate.

Conducts human rights awareness-raising discussions with de facto authorities on the human rights standards, instruments, and mechanisms.

Ensures, coordinates and supervises the timely entry of accurate and verified human rights cases in established databases and spreadsheets; conducts quality control and delivers statistics and trend reports, as required, in contribution to human rights internal and public reports.

Contributes to the integration of gender perspectives/considerations and specific women/girls' rights issues in all activities, programmes and strategies.

Drafts, reviews and coordinates the timely delivery of a variety of internal and external reports, briefings and any other type of communications, in compliance with established standards, including with regard to public human rights reports.

Assists in the coordination and implementation of the UNAMA Human Rights Service work plan; evaluates or assists in the evaluation of its progress and suggests adjustments as needed.

Represents the UNAMA Human Rights Service at local level meetings and thematic events related to the UNAMA human rights mandate in the region of assignment.

Manages and supervises a multicultural team.

Performs other duties, as may be required.

Competencies PROFESSIONALISM: Good knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions in a humanitarian and conflict setting. Good knowledge of international human rights law standards and international humanitarian law. Good knowledge of the human rights-based approach to human rights field work. Good knowledge of operational methods of work on: protection of civilians including the right to life and physical integrity, protection of women and child victims of human rights violations, protection of victims of torture and ill-treatment, child protection, and human rights defenders, and monitoring of economic, social and cultural rights. Good research and analytical skills, including ability to identify, evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment, and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Education An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in human rights or international humanitarian law, is required.

At least three years of experience, in a UN peace operation setting outside the country of origin, in human rights monitoring, fact-finding, documentation and reporting, in conflict and post-conflict settings, is required.

At least three years of experience outside the country of origin in human rights protection work including the right to life and physical integrity, and issues related to women, children, persons deprived of their liberty, and human rights defenders, including through engaging with armed forces, police, intelligence, armed groups, political and community leaders, is required.

At least three years of experience in leading, managing and supervising multicultural teams is required.

Experience with human rights reporting and legal drafting, human rights analysis, and case/data management and data analytics, is desirable.

At least three years of experience in coordinating and managing inter-thematic collaborations, workflows and processes is desirable.

Knowledge of the UNAMA Human Rights mandate, and previous experience in Afghanistan, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Pashto and Dari is desirable.
