Org. Setting and Reporting The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance in Haiti; including the rule of law, preserving and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights.

The position is located within the Human Rights Unit of the United Nations Integrated Office in Haiti (BINUH). The Human Rights Officer reports to the Chief Human Rights Officer. The Human Rights Officer will act as team leader for the human rights capacity building and protection portfolio, as determined by the mission's mandate and develop advice to the Head of the Human Rights Unit. The incumbent may also act as Deputy Chief Human Rights.

Responsibilities Within delegated authority, the Human Rights Officer will be responsible for the following duties: 1. Formulates recommendations and suggests strategies to better promote and protect human rights in the mission area,; 2. Develop and reinforce partnership with national actors to develop human rights capacity programs 3. Works directly with other components of the UN peace operation, including the police, to integrate human rights considerations into the planning and review of their programs and operations, including through developing procedures and policies, as appropriate; 4. Plans, designs, implements and evaluates strategies for the mainstreaming of human rights in the activities of the UN peace mission and the UNCT and advocates for the integration of human rights in these programmes; 5. Contributes to the integration of human rights in humanitarian action, through participating or coordinating emergency preparedness and response activities, as appropriate; 6. Supervise the coordination of the Protection sector and takes part of discussions with other sector leads to ensure human rights integration; 7. Identifies protection gaps and strengthens the existing protection response strategy by ensuring synergies within the mission, the members of the Protection sector and other sectors as well as with other relevant fora; Provides human rights colleagues with technical expertise and guidance on their engagement with humanitarian and other protection partners 8. Contributes to advocacy strategies, advocates and advises relevant authorities, inducting State officials, the UN Country Team (UNCT) and the Humanitarian Country Team HCT), UN and Office of the High Commissioner for Human Rights (OHCHR) senior management on strategies to better protect and promote human rights and mechanisms to stop impunity and redress human rights violations; 9. Contributes to the integration of gender perspectives/considerations and specific women/girls' rights issues in all activities, programmes and strategies; 10. Represents the human rights component in decision-making fora as appropriate; 11. Establishes and maintains effective working relationships with other UN and non- UN actors, state authorities, donors and other stakeholders for effective policy and project coordination; 12. Analyses and synthesizes significant amounts of information of relevance to human rights, including from open sources; 13. Reaches out to various UN actors to collect and analyze information of relevance to human rights; 14. Assists in the development, coordination and implementation of the human rights work plan; Evaluates or assists in the evaluation of its progress and suggests adjustments as needed; 15. Serves as team leader with responsibility for carrying out, in consultation with the Head of the Human Rights component, work coordination and administrative functions relating to the staffing, planning and budgeting; 16. Trains, coaches and supervises new and junior staff, manages their performance, and assists in training needs assessments; 17. Perform other related duties as required

Education An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in the human rights or closely related field, of which at least half in the area of human rights is required.

Experience of human rights monitoring and reporting is required.

Experience on human rights advocacy and/or on the design and management of capacity building programmes and/or conducting human rights investigations is required.

A minimum of one year's experience providing services in the field of Human Rights to or in a field operation of the United Nations Common System or a comparable international organization or non-governmental organization is desirable.

Experience working in inter-agency humanitarian coordination and/or humanitarian response is also desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.
