Result of Service The individual contractor will deliver the following outputs/products:

Input on human rights to at least five global reports on new technologies in countering terrorism

Facilitation and moderation of at least two expert group meetings to discuss and identify good practices for human-rights based approaches to countering terrorist exploitation of new technologies and for legislative frameworks and transparency mechanisms regarding online data collection for countering terrorism

A reference guide for human rights-based approaches to countering terrorist exploitation of new technologies and using new technologies in countering terrorism

Input to a reference guide for establishment of legislative frameworks and transparency mechanisms for online data collection in countering terrorism

Advice on human rights risk mitigation measures for programmatic activities and in support of implementation of the Human Rights Due Diligence Policy in line with UNOCT Human Rights Mainstreaming SOPs

Delivery of at least 5 human rights and new technologies capacity building elements under the Global CT Programme on Cybersecurity and New Technologies

Duties and Responsibilities The overall objective of the assignment is to improve integration of human rights mainstreaming into the development of knowledge products and in the delivery of capacity building assistance to Member States under the UNCCT Global CT Programme on Cybersecurity and New Technologies.

The human rights expert/individual contractor will work under the overall supervision of the Head of Cybersecurity and New Technologies Unit and in close consultation with the Human Rights Unit of UNOCT.

The individual contractor will be tasked to:

Assess knowledge products developed under the Global CT Programme on Cybersecurity and New Technologies and provide technical advice on mainstream human rights into them

Co-ordinate the engagement of experts from public, private sectors, civil society and academia in discussing and identifying good practices for human-rights based approaches to countering terrorist exploitation of new technologies and for legislative frameworks and transparency mechanisms regarding online data collection for countering terrorism.

Develop a reference guide for human rights-based approaches to countering terrorist exploitation of new technologies and using new technologies in countering terrorism.

Contribute to the development of a reference guide for establishment of legislative frameworks and transparency mechanisms for online data collection in countering terrorism.

Provide advice on human rights risks management in implementation of programmatic activities and in support of implementation of the Human Rights Due Diligence Policy in line with UNOCT Human Rights Mainstreaming SOPs.

Deliver capacity building elements on human rights to beneficiary Member States under the Global CT Programme on Cybersecurity and New Technologies.

Qualifications/special skills Academic Qualifications: Advanced University Degree (Masters or equivalent) in international human rights law, criminal justice, ICT, counter-terrorism or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of 7 years practical experience on human rights and human rights mainstreaming - Formal training in human rights risk assessment and demonstrated expertise in mainstreaming human rights in projects and programmes. Experience in specific area of intervention (new technologies or counter-terrorism) is highly desirable. Experience in gender mainstreaming is an advantage.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of French is desirable.
