Duties and Responsibilities Organizational Setting and Reporting Relationships:

This Individual Contractor position is located in the Human Rights and Gender Section of the United Nations Office of Counter-Terrorism in New York. The Human Rights Associate Programme Officer will report to the Chief of Section.

Background and objectives:

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter- Terrorism Strategy ; (c) strengthen the delivery of United Nations counter-terrorism capacity- building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Within delegated authority, the Associate Programme Officer/Individual Contractor will be responsible for the following duties:

-Analyses information contained in communications and publications received from different sources, maintains up-to-date knowledge of events relating to counter-terrorism and prevention of violent extremism; · Works with colleagues and partners to facilitate the development, implementation, and evaluation of assigned programmes; monitors and analyzes specific aspects of programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

-Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

-Assists in performing consulting assignments, in collaboration with the client, by planning and facilitating workshops

-Participates in survey and M&E initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.

-Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.

-Provides administrative and substantive support to consultative meetings, trainings, and workshops, including proposing agenda topics, identifying proposed participants, preparing background documents and presentations, handling logistics, etc.

-Conducts outreach activities; participates in the development of training workshops, seminars, and virtual events; participates in and makes presentations on assigned topics/activities.

-Coordinates activities related to budget funding and preparation of related documents and reports.

-Performs other duties as required.

Qualifications/special skills Academic Qualifications:

A first-level university degree in law, political affairs, business administration, management, economics or a related field.

Experience:

A minimum of four years of progressively responsible experience in project/programme management, administration or related area is required. Experience in providing counterterrorism or prevention of violent extremism capacity-building support to Member States is desirable. Experience working on issues related to preventing and countering terrorism is required.

Language:

Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage
