The Human Rights and Humanitarian Assistance Specialist reports to the Program Specialist (Gender and Child Rights) for overall guidance and supervision. The UNV provides operational and administrative support to the country office sectors and stakeholders ensuring that gender and child rights are mainstreamed in all programming with guidance from the Program Specialist. The focus is to rein-force skills development and innovation for the realization of the rights of children, adolescents, and youths in all their diversities in collaboration with UNICEF partnerships including UN intergovernmental bodies. Working in Partnerships is one of UNICEF’s approaches in advocacy, policies, programming, and humanitarian work.

The Human Rights and Humanitarian Assistance UNV will be responsible for the following key functions. 1. Support to programme development and planning 2. Programme management, monitoring and delivery of results 3. Operational and administrative support to programme implementation and review 4. Networking and partnership building

Under the direct supervision of Program Specialist (Gender and Child Rights), the UNV will undertake the following tasks:

  1. Support to programme development and planning • Contribute to the update of situation analysis for the programme sector/s for development., design and management of Gender mainstreaming, progress checking and reporting in programming. • Support the establishment and scaling up of sectoral Gender and rights related activities. • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating results. • Prepare required documentations/materials to facilitate the programme review and approval process.

Programme implementation, monitoring and delivery of results

• Plan, implement, evaluate, and report on Human rights and Humanitarian assistance initiatives being carried out by the CO. • Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, propose solutions, recommendations and/or alert ap-propriate officials and stakeholders for higher-level intervention and/or decision. • Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess programmes/projects and to report on re-quired action/interventions at the higher level of programme management. • Monitor, support, and report on progress in application of Human rights and Gender as a cross cutting issue in the various programming and administrative work across the sectors. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution. • Contribute to preparation of the regular/mandated Gender and PSEA tasks and reports for management, donors, and partners to keep them informed of programme progress.

Technical and operational support to programme implementation

• Conduct regular programme field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results. • Provide relevant technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices.

  1. Networking and partnership building • Support the building and nurturing of sustainable and effective close working partnerships with relevant sector government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve programme goals. Also be accountable for the training of partners on PSEA and the upholding of the PSEA mandated requirements. • Draft and review communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and enhance resource mobilization for UNICEF for Human Rights and Gender Equality and inclusion.

Harare is the capital city of Zimbabwe, also called the Sunshine city owing to many sun filled days. Travelling around the city can be done via public transport or private taxis. The volume of traffic typically increases in the morning and late afternoon as a result of the office/work rush hours. Motorists are required to exercise caution due to potholes on most of the city roads. The education system is a combination of Government and private schools, both offering high level of education. Medical services are also available through Government and private health delivery centres. Harare is a pleasant city to live an work. The people are friendly and the weather is usually pleasant through out the year.
