UNICEF’s Global Shared Services Centre (GSSC) provides services to UNICEF offices around the world in the areas of Finance, Master Data Management, Human Resources Administration, Payroll, and IT Customer Care.

Global Payroll function is responsible for administration of Salaries and benefits including Pension, covering more than 17000 UNICEF staff worldwide.

How can you make a difference?

Under the leadership and guidance of the Chief of Payroll the HR Specialist will act as a stream lead to manage the complex operations/service delivery of payroll administration in a timely and accurate manner, combined with excellent payroll domain knowledge, UN/UNICEF procedural expertise (in HR, payroll, and finance) and good ability to work with complex systems. The incumbent will supervise the work of HR officers and assistants whilst ensuring accuracy of the payroll records and payroll data maintained in the organizational ERP systems. The incumbent should be able to constantly challenge the status quo, and with a mindset of continuous improvement, promoting best practices and innovative approaches in an ever-changing dynamic environment of global payroll processing and administration.

This will involve:

Accountable for payroll service delivery for UNICEF staff for the designated area of responsibility:

  • Supervise and oversee the payroll processing carried out by the officers and the payroll team, ensuring timely and accurate completion and compliance with UNICEF HR and financial rules and regulations.
  • Organize and distribute work assignments among staff to ensure efficient operations with appropriate segregation of duties and internal control.
  • Ensure timely and accurate posting of financial entries relating to payroll transactions.
  • Ensure team performs to its full potential, ensuring proper validations and timely disbursement of salaries to the staff members bank accounts
  • Analyze and resolve payroll-related issues and incidents with proper resolution.

Interface with UNICEF offices relating to payroll and related issues

  • Serve as the focal point in providing solutions regarding payroll and related issues with good client and staff interfacing skills.
  • Coordinate with partners to resolve payroll issues.
  • Ability to work on projects and change related initiatives in collaboration with internal teams

Review existing payroll processes and workflows

  • Support the Chief of Payroll in contributing to the development of policies and procedures to ensure optimum efficiency and effectiveness with an aim to simplify, standardize and to provide superior service delivery experience.
  • Keep abreast of changes in the UN/UNICEF rules, regulations and policies governing staff entitlements, research, benchmark and implement best and cutting-edge practices in the payroll administration, whilst disseminating best practices and knowledge learned.
  • Promote critical thinking and innovative approaches and good practices for policies and processes pertaining to Payroll.

Plan and organize the work processes to efficiently supervise unit

  • Analyze and identify bottlenecks, initiate process, and system related enhancements.

Ad hoc support to Chief of Payroll

  • Ability to produce and analyze the data and reporting on payroll and related functions to ensure performance management across all levels.
  • Manage and troubleshoot exceptional inquiries.
  • Ability to independently lead projects that are aimed at simplification, standardization, process improvements and complex system changes by coordinating with the team, internal and external partners.

Requirements

  • Advanced university degree (Master’s Degree) in business administration, human resources, economics or directly related field.
  • A first University Degree (Bachelor’s Degree) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • 5 years of progressive relevant experience, including international service context experience, in payroll or HR/personnel administration required.
  • Hands-on supervisory experience in leading, developing and maintaining high performing teams.
  • Demonstrable experience in delivering strong HR & Payroll solutions with client focus.
  • Fluency in English.

Desirable

  • Work experience in Global Shared/Business Services/Business support center
  • Practical experience and knowledge of ERP and CRM Systems (i.e., SAP, Oracle applications, Service now etc.)
  • Work experience with an international organization
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish)

This position is classified as “non-rotational” which means the incumbent is not generally expected to rotate to another duty station upon completion of their tour of duty. However, International Professional (IP) staff are recruited internationally and serve in duty stations outside their country of nationality. Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.
