OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Administrator, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Formulate, elaborate and prepare jointly with the Administrator the human resources plan for the Office; monitor and control the adequate execution of the plan according to established timelines, ensuring quality of work; plan, recommend and implement systems, norms and procedures for the administration of all human resources matters;
  2. Implement the Organization’s Competency model for human resources management and development in the context of the work of the Representation, in close coordination with Human Resources Management (HRM) in order to support the vision, mission, and structural model of the Office;
  3. Provide supervision, direction and guidance to the staff of the Human Resources Team in the Representation; review and ensure that all operations in the areas of recruitment, compensation, payroll, health benefits and training are implemented according to the Organization’s regulations, rules, policies and procedures, and in accordance with the provisions of the applicable local labor laws;
  4. Coordinate and supervise the implementation of established human resources policies and procedures; recommend new ones aimed at improving the operational aspects of the Office and provide training to staff;
  5. Perform recruitment and selection processes for UN positions; assist hiring managers and panel members and provide guidance on selection guidelines;
  6. Analyze, coordinate and support the implementation of an internal computerized system for managing the leave records of the Office to include all types of leave, flextime, overtime, etc. in coordination with the IT Team; ensure that the operating procedures and security measures are observed; monitor and identify changes/modifications needed in software systems;
  7. Gather, analyze and present pertinent economic and financial data in order to support the preparation of local salary scales; monitor the implementation of local salaries and expenses; identify possible sources of financing for posts and contracts; review the commitment documentation and certify the availability of funds; analyze and revise un-liquidated obligations to ensure that these remain valid and with adequate funding to cover the payroll;
  8. Coordinate the monthly human resources reporting to PAHO Headquarters and prepare expenditure statements related to operations, payroll, contracts and scholarships by source of funding;
  9. Develop, coordinate and evaluate the training plan for developing the generic and specific competences required for staff according to post description;
  10. Coordinate briefing for international staff arriving at the duty station;
  11. Elaborate, update and maintain position descriptions, ensuring that the classification of local assignments is done in accordance with the Organization’s policies, regulations, directives and guidelines;
  12. Follow up and ensure that target dates and deadlines are met, and that correspondence and queries are responded to in a timely manner. Ensure that all HR actions are processed in accordance with the Organization’s standards, rules, practices and procedures;
  13. Provide guidelines and assistance to staff in the performance evaluation stages; and monitor compliance with established deadlines;
  14. Prepare confidential correspondence, special reports, evaluations, and justifications related to specific and general administrative tasks within the area of responsibility;
  15. Coordinate the participation of PAHO/WHO in the Local Salary Survey Committee and work as a team member of the Committee;
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor's degree in business administration, human resources management, public administration, or in any other area related to the functions of the post from a recognized university.

Desirable: A master’s degree in Human Resources Management would be an asset.

Essential: Five years of professional experience in human resources management, including supervisory responsibilities.

Languages:

Very good knowledge of Portuguese and English, with a working knowledge of the other language. Knowledge of Spanish and/or French would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Power BI would be an asset.

REMUNERATION
