This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The Iraq Country Office is a large office with over 200 staff members and affiliated personnel, working in 4 duty stations. With the shift from humanitarian programming to development and upstream engagement, the HR requirements have shifted to business partnering, supporting clients to meet their needs, developing the capacity of staff and ensuring a positive workplace culture.

Working with the HR team based in Baghdad and Erbil, the UNV HR Officer will work to ensure that the Office has in place a specific learning and development plan as well as emerging talent pipelines to ensure that its workforce can achieve results for the children and women in Iraq. Leveraging in-depth knowledge of the local context the UNV HR Officer will also support office-wide initiatives to ensure a positive workplace culture and an enhanced employee experience, in alignment with the core values of UNICEF and principles of diversity and inclusiveness.

As part of the function, there will be some period mission travel to UNICEF Field Offices (Basra, Erbil, Dohuk) as well as part of the outreach functions (career fairs, university events, etc)

Under the direct supervision of the Human Resources Manager, the UN Volunteer will undertake the following tasks: • Act as HR Business Partner to selected Sections/Field Offices advising clients on HR-related needs and developing subsequent plans of action • Support the Learning and Development function of the HR Team, by conducting capacity mapping, learning plan development, and monitoring and updating learning activities and • With guidance from the team, lead on talent initiatives to address workforce diversity gaps, through outreach, emerging talent, talent pipelines, • Support the Office with initiatives and action plans designed to improve workplace culture, in response to the GSS and Pulse Check survey results • General support to the team through:

  • Drafting and/or processing a variety of correspondence and other communications
  • Updating and maintaining HR files/records (electronic and paper)
  • Maintain and generate automated databases containing HR-related statistics and generating periodic reports; and performing a variety of administrative duties.

human Resource Management, Business management, or a related field
• Knowledge of the principles and concepts of human resources management
• Ability to identify issues, conduct rigorous research, and make conclusions and recommendations

• Computer literacy and the ability to effectively use standard office software tools as well as good

Housing for staff is leased commercially by the individual staff within security-cleared areas and complexes. Accommodation standards are of adequate quality, safe, and comfortable.
