ORGANIZATIONAL CONTEXT
The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity and violence, leading to significant displacement, increase in protection related issues, disruption of livelihoods and lack of access to basic services. Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region. In March 2020, the attacks escalated significantly and show no signs of abating with thousands of civilians have been killed and approximately 700,000 people have been internally displaced since the outbreak of the violence in 2017. Throughout this 3 year conflict period the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs. Many IDPs have alternatively taken shelter in the homes of host communities, remaining in dire need of humanitarian assistance, placing additional strain on host families and community resources.
WFP Mozambique is working with the government and other humanitarian partners to strengthen the resilience of Mozambique’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school.
JOB PURPOSE
The main purpose of this assignment is to to manage the delivery of professional, client-focused HR services, partnering with senior managers to contribute to the implementation of HR solutions in line with WFP corporate priorities. The position will oversee HR management and operations of International staff, including talent acquisition, contract management and administration, and performance management.
This is job is based in Maputo - Mozambique Country Office. The job job holder reports to the Head of Human Resources and/or designate.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field or First University Degree with additional years of related work experience or trainings/courses. Experience: Three years or more of postgraduate progressively responsible professional experience in Human Resources or related field Languages: Fluency (level C) in English language. Knowledge of Portuguese an added advantage.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall supervision of the Head of Human Resources, the HR Consultant shall perform the following duties: Talent Acquisition
- Conduct A-Z recruitment of International Consultants, Limited Fixed Term, Fixed Term staff and ensure all requirements for recruitment have been received, i.e., approved recruitment request and necessary funding code are in place. Moreover, also manage current STP’s until lapse of the contract type;
- Provide advice to recruiting managers on staffing and recruitments/hiring descisions, salaries/honoraria and other related benefits for a better hiring decision.
- Advice International staff under recruitment on related entitlements and other allowances and incentives in line with HR rules and regulations and as per contractual terms.
- Review, analyze, determine, and recommend level of remuneration as per applicable consultancy Honorarium Directive.
- Provide orientation and briefing to newly recruits and/or reassigned staff
Talent Management
- Lead the management (A-Z) of International staff short-term, TDY deployments.
- Provide guidance to staff in the interpretation of policies and procedures including their application to non-standards or new business process situation;
- Monitor positions funding expiry date and take necessary action to assign necessary funding to affected position, in consultation with Finance/Budget and/or Funding Manager.
Administration of International staff (short term contract holders)
- Focal point for MSS actions (budget & position management) to ensure timely appointment, reappointment, and extension of contracts against well established and funded positions.
- Maintain accurate and updated statistics of Internationally Recruited Staff;
- Liaise with HQ on different issues related to International staff administration.
- Determine staff eligibility to different entitlements/benefits such as R&R, home leave, family visit and ensure rules and regulations governing those entitlements are adhered to prior to approval;
- Process separations and advise staff on separation clearance requirements.
Performance Management
- Monitor and ensure completion of staff PACES in the system
- Perform any other duties as required.

Knowledge & Skills
- Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes
- Ability to lead, coach and motivate a team.
- Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals
- Knowledge of UN/WFP specific processes and systems.
- Ability to build and maintain effective work relationships with human resources counterparts, managers and staff within HQ/regional/country office.
- Ability to draft clear concise reports or rationale for human resources decisions.

- Client-focused HR solutions implemented in line with CO priorities.
