Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.The HR Management Section (HMS) provides HR services to the Agency and advice to managers in the areas of recruitment, learning and development, staff relations and the business partner approach.

Main Purpose

Reporting to the Section Head, HMS, and working closely with the HR Business Partners, the Human Resources Officer is responsible for the timely, effective and efficient delivery of human resources management services with focus on organizational design and job evaluation. He/she works in close collaboration with functional leads inside and outside the Division of Human Resources.

Role

The Human Resources Officer is: (1) a specialist in developing job profiles and mapping the functional needs of the IAEA in establishing repository of generic job descriptions; (2) an analyst in organizational design with the knowledge in the application of job evaluation, contributing and leading human resources projects in this area; and (3) a contributor to the development of Standard Operating Procedures.

Functions / Key Results Expected

• Conduct a comprehensive review, analysis and re-design of IAEA’s job profiles focusing on expanding generic job profiles to better address the staffing needs in a constantly evolving technical and scientific environment and with a view to developing attractive and inclusive job profiles and candidates’ pipelines. • Develop guidelines in support of IAEA’s HR related policies and procedures in this area. • Draft Standard Operating Procedures on HR processes. • Any other duties as required.

- University degree in human resources management, public or business administration or any other related field.

- Minimum of five years of relevant experience in human resources management, including experience at an international level. - Strong track record on leading human resources projects preferably in organizational and job design in complex international organization.

- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26644*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
