The Office of Innovation (OoI) works to catalyze UNICEF's and all its partners’ expertise and resources against key children-outcomes bottlenecks, with a view to continuously ideate and scale the most effective solutions with transformational potential at scale to achieve the child-related SDGs.

The office is doing this by continuously exploring new ways of accelerating results for children, investing across a range of early stage solutions, and harnessing internal and external expertise towards continuously iterating and fine-tuning the most promising solutions for children through a systematic portfolio management approach, and leveraging all stakeholders’ innovation energy, know-how and resources from intergovernmental, multilateral, private sector and non-governmental fora (think tank, academia).

As part of a global organizational improvement initiative within UNICEF, the structure and operating model of the OOI is being reimagined to optimize its function across the organization in order to accelerate the pace at which innovations for children are scaling and delivering against the SDGs.

To support and embody such a radical shift, OOI is in the process of relocating its headquarter (Core) office from New York to Stockholm, Sweden. Simultaneously, we are also establishing a range of new global innovation hubs, each dedicated to a specific priority innovation area, which is aligned to key programmatic challenges to accelerate delivery of UNICEF’s Strategic Plan results and child-focused SDGs.

The office is in the process of recruiting a variety of new staff posts and relocation current staff, and we are therefore seeking an experienced Human Resources Officer that can support this challenging exercise and kick-off related processes as soon as possible.

How can you make a difference?

You will coordinate various HR-related aspects of the OOI relocation and help drive the recruitment of a variety of new staff positions that will be hired in the new Core and Hub offices as well as the some initial relocations of OOI staff to their new location.

Key functions, accountabilities and related duties/tasks:

In liaison with OOI Operations and the HRBP team:

  • Support the various recruitment processes in OOI related to the relocation by engaging in recruitment planning and establishing relevant outreach strategies maintaining established KPIs.
  • Oversees the maintenance of the recruitment tracker and prepares regular status reports on ongoing recruitments as needed.
  • Classifying unique job descriptions by application of promulgated classification standards.
  • Helping supervisors determine qualification requirements for vacant post.
  • Coordinate launching of vacancy announcements, expression of interests (EOIs), screening of candidates and producing quality shortlists.
  • Advise on the best use of different assessment tools and methods, including but not limited to, technical tests, psychometric evaluations, etc. Administer written tests or other assessment methods.
  • Schedule and attend interviews and draft quality selection reports; liaise with panels and support hiring managers in conducting and compiling reference checks.
  • Organize selection package, route for approvals via the PageUp talent management tool.
  • Support the relocation of staff members as well as the onboarding of newly hired staff members in the new locations. Coordinate inputs to new welcome packages for the new OOI duty stations.
  • Support in hiring consultants and individual contractors, including preparation of vacancy announcements, review of Terms of Reference, selection reports and coordination of the contracting process.
  • Performs other duties as required.

To qualify as an advocate for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required.
  • Two years of professional experience in human resource management in an international organization and/or large corporation is required.
  • Advanced knowledge of the principles and concepts of human resources management.
  • Ability to identify issues, conduct rigorous research, and make conclusions and recommendations.
  • Strong research, planning and organizational skills.
  • Excellent knowledge of information technology systems and tools.
  • Ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience.
  • Ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
