How can you make a difference?

GSSC HR Administration is looking for an HR Professional for supporting the coordination, management and planning activities of the Section in a systematic and organized manner. The incumbent coordinates the recruitments within the section, focal point for policy related issues and sensitive information, supports the transition of new UN entities, and responsible for reports according to business needs.

Under the direct supervision and overall guidance of the Chief, HR Administration, the incumbent will carry the following key functions.

Summary of key functions/accountabilities:

1. Support to Section priority setting and decision making

• Assist in managing the flow of information to the Section Chief, in identifying priority matters that need to be urgently addressed and in proposing actions; analyze supporting documentation and summarize most relevant points; contribute to ensuring that appropriate action is taken by responsible section/division heads on matters brought to the attention of the supervisor.

• Confer with section/division Heads to secure timely and authoritative information relevant to matters requiring action, decisions or approval of the supervisor.

• Ensure that the Chief has relevant information for meetings and missions by drafting presentations, researching relevant information and by establishing contacts (within and outside UNICEF) on the subject matters to be discussed.

• Accompany the Section Chief to meetings in order to ensure follow-up in matters raised, and support with any relevant input.

• Contribute to coordinating drafts of position papers, presentations, efficiency reports and other documents relevant to the activities of the office.

• In co-ordination with Business Innovation & Support Section (BIS), the incumbent prepares and facilities periodic project reviews by Section Chief.

• Regulate and manage coordination of project activities in all streams and monitor prioritization & smooth implementation of changes in the Section using standard checklists.

2. Recruitment Support

• Proactively partner with Streams on their specific recruitment and selection needs.

• Coordinate the process of recruitment and other assignments within HR Administration in accordance with UNICEF rules and procedures.

• Undertake the pre-selection, screening of applicants, identifying suitable candidates for the shortlist in close collaboration with HR Operations office at the GSSC.

• Review applications against the vacancy announcement, UNICEF competencies and job description.

• Develop and communicate shortlist of functionally competent candidates.

• Participate in Interview Panels.

• Conduct reference checks.

• Analyze, track and report on recruitment and assignments trends for management.

3. Co-ordination of HR Policy Implementation

• Focal point for HR Admin for reviewing, consolidating and partnering on policy matters with the Division of Human Resources (DHR)

• Facilitate meetings and communication with DHR

• Prepare materials for Change Management webinars globally.

• Prepare minutes of meetings, ensuring accuracy, attention to detail and coherence.

• Maintain tracker and monitor progress of items for clarifications.

• Develop Note for Records and update Delegation of Authority documents.

• Ensure the availability of timely, complete and accurate information on policy issues.

4. Transition Support for new Programs /UN entities

• Act as focal point within the Section to support transition requirements.

• Facilitate meetings and communication between HR Admin. and new entity.

• Coordinate the transition project with relevant stakeholders and undertake baselining of processes, capacity requirements and support change management.

• Facilitate knowledge transition and knowledge management.

• Partner with other departments such as BIS, Service Quality and Management and Learning and Development Team in order to ensure successful transition.

5. Adhoc Reports & Sensitive Info. Management

• Using SAP expertise, support HR Admin by preparing internal management reports from SAP and from Service Gateway according to business needs.

• Respond to adhoc and sensitive HR queries and data requests received at the Chief’s office

To qualify as an advocate for every child you will have…

Education:

  • A university degree is required in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or other related areas. Master’s degree in a relevant field is an asset.

Experience:

  • A minimum of 2 years of progressively responsible experience in human resources and project management is required.
  • Strong SAP knowledge and practical experience is required in analyzing HR data as well as understanding of benefits and entitlements in human resources administration or services. Advance presentation/powerpoint; Ms Excel skills is mandatory.
  • Work experience with the UN or an international organization is desirable.

Language Requirements:

  • Fluency in English (verbal and written) is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
