KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of Country Director, the HR Officer will support the delivery of professional, client-focused HR services, partnering with managers at all levels to implement HR solutions in line with WFP corporate priorities.

  • Lead HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
  • Respond and provide guidances to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  • Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
  • Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  • Lead and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
  • Lead talent acquisition for building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
  • Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • Conduct straight forward data analysis under close guidance of the Country Director, to support others on projects or contribute to process efficiencies and improvements.
  • Lead and motivate HR staff, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  • Other as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Minimum bachelor’s degree in Human Resources Management, Public or Business Administration, Industrial Psychology or other relevant fields. Master’s degree in the relevant areas would be advantage.

Experience:

  • Professional experience in Human Resources with an interest in international humanitarian development.
    • At least 3 years for candidates with bachelor’s degree
    • At least 1 year for candidates with master’s degree
  • Experience of developing, implementing and managing best practice HR policies and systems.
  • Experience in conducting reviews of aspects HR Services functioning (i.e. support in recruitment, interviews, training support etc.) to ensure continually improved and optimal functioning.
  • Experience in managing small teams of staff.
  • Experience in project management support in the implementation of change initiatives and programme design including capacity development, talent acquisition, etc. would be desirable.

Knowledge& Skills:

  • Sound theorical understanding of HR concepts and principle with a broad knowledge of best practices, techniques and process.
  • Excellent communication skills
  • Good knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP processes and systems.
  • Ability to build and maintain effective working relationships with human resources counterparts, managers and staff within HQ/ RB/ Country Office.
  • Ability to draft clear concise reports or rationale for human resources decisions.

Languages: Excellent written and spoken English. Proficiency in Tajik and Russian.
