First University degree in Human Resources Management, Public or Business Administration, Industrial Psychology or other relevant field. Advanced university degree in relevant fields or HR Certification will be highly desirable.

Knowledge and Skills

Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.

Ability to support more junior and/or less experienced members of the team.

Basic analytical ability to compile, maintain and analyse data, prepare reports and draw initial conclusions in support of work carried out by another officer, skills in developing sources for data collection.

Good communication skills required to give and receive information and work with a variety of individuals.

Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Good command in both written and spoken English is essential. Proficiency in local languages is desirable.


These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ) and report to a more senior HR Officer. Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and regular feedback on work performed. They support the collation, maintenance, analysis and reporting of information to maximise the effectiveness of HR services.


To support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute to the effective management of the employment relationship between WFP and its national staff, by administering conditions of service, contracts and appropriate entitlements.
  • Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  • Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
  • Assist in analyzing Human Resource procedure and support in developing Country Specific human resource Standard Operating Procedures (SOPs).
  • Determine, administer, and provide advice on salary and related benefits, leave entitlements, other allowances and incentives on the bases of the contractual status.
  • Oversee the work of Human Resource Assistants in carrying out all HR administrative transactions, including the preparation of personnel actions, maintenance of staffing tables and processing of the various payrolls.
  • Partner effectively with managers and staff by routinely following up on the status of completion of each stage of national staff Performance and Probationary assessments to enable HR to complete administrative processes related to performance management.
  • Partner effectively with external stakeholders (UNDP, UNMISS, UNON, AMREF, Medical Hospitals etc.) and staff, through clear and effective communication, to ensure staff who require medical travel/referral and medical evacuation are supported by coordinating their movement from and to the medical facilities as suggested by the medical doctors and provide any assistance the staff may require.
  • Collate data and contribute to the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements.
  • Support HR staff in the field offices and supervise staff as required.
  • Perform any other duties as required.

Typically, two (2) or more years of postgraduate professional work experience in Human Resources with an interest in international humanitarian development.

Previous experience in handling competitive recruitment processes of the national staff category under various contractual tools with understanding of diversity and inclusion and gender parity for hiring the best talent from internal and external candidates, will be desirable.


The selected candidate will be employed on a fixed-term contract with a probationary period of one year. WFP offers an attractive compensation and benefits package, including basic salary, 30 days’ annual leave, pension plan and medical insurance.
