You have:
- University Degree (Bachelor's Degree) in Human Resources, Business Administration, Economics, International Relations, Social Sciences, Psychology or related areas required.
- A minimum of two (2) years relevant professional work experience working in learning and development is required; four or more years is required.
- Fluency in English both verbal and written is required.
- Professional work experience facilitating workshops, both in-person and online, is highly desirable.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Work experience both with an international organization and with a shared services/business support center is highly desirable.
Contract

UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Information Technology.
GSSC has won the 2019 Business Services Firm of the Year in Hungary, 26 regional awards announced at the Central and Eastern European Business Services Summit & Awards held in Warsaw, Poland.
UNICEF established a Global Learning Centre housed in its Global Shared Services Centre (GSSC). The purpose of the center is to develop curriculum for UNICEF offices worldwide, focusing primarily on new hire induction and business process training. The curriculum developed will consist of a combination of e-learning, videos, broadcast training, and instructor led courses.
How can you make a difference?
Under the direction supervision of Human Resources Manager (Learning and Development), the HR Officer (Learning and Development) provides a range of technical support in the execution and implementation of the learning initiatives and programmes for Global Shared Services Centre.
The HR Officer (Learning and Development) will conduct thorough research and analysis and recommend on effective delivery of learning and training programmes.
Key functions, accountabilities and related tasks:
1**. Coordination and Delivery of Learning and Training Programmes**
- Provides consolidated reports on the delivery of all courses relevant to the learning needs of sections within the Global Shared Services Centre (GSSC) and makes recommendations to the HR Manager (Learning and Development) taking into account the cost effectiveness.
- Supports the design and development of learning initiatives including assessing costs, creating road-maps and monitoring progress.
- Facilitates workshops and training delivery when requested.
Manages a monthly news and information bulletin on training and learning opportunities within the GSSC and UNICEF.
Shares learning materials and programmes on Agora.
2. Identification of Learning Needs
- Supports the identification of learning needs within the GSSC through various methods such as developing surveys, questionnaires, discussion portals and collaboration with Subject Matter Experts (SMEs).
- Developing reports which convey the needs of the center across each division and reflect evaluation of previous learning events.
- Assesses the learning needs of the center against the strategic priorities and creates a subsequent gap analysis from which the HR Manager can create plans of action.
3. Innovation and Capacity Building for Learning & Development
- Supports the HR Manager by carrying out background research on lessons learnt for knowledge development.
- Research and report on best and cutting-edge practices in learning and development.
- Make recommendations for improving certain processes
4. Partnership Building
- Drafts communication to academic and research institutions, as well as private companies offering training courses.
- Supports the HR Manager and Chief of HR in preparation and facilitation of presentations and workshops pertaining to UNICEF learning and development initiatives for the GSSC.
