Org. Setting and Reporting This position is located in the Human Resources Management Service, Division of Administration, United Nations Office at Geneva. The incumbent reports to the Chief of HRMS.

Responsibilities Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

  • Responds to staff queries on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Manages the Client Support Center in the area of human resources.
  • Oversees workflows and work distribution related to client support services.
  • Defines performance indicators and monitors delivery of services in accordance with agreed quality standards.
  • Develops and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization.
  • Monitors and ensures the implementation of human resources policies, practices and procedures.
  • Keeps abreast of developments in various areas of human resources.
  • Prepares reports and participates and/or leads special human resources project.
  • May plan, organize, manage and supervise the work of the Unit/Section assigned.
  • Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
  • Represents the Organization with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters.
  • Advises the Chief of Service or Senior Human Resources Officer on the development, modification and implementation of United Nations policies and practices on entitlements.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
  • Represents the office in joint bodies and working groups relating to salaries and other conditions of service.
  • Translates organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information.
  • Identifies, analyzes, and interprets trends or patterns, using machine learning techniques and statistical methods to identify relevant features and variables in structured and unstructured sources of information and data.
  • Oversees and allocates resources to the building of analysis, reporting and quality control capabilities.
  • Conducts full data analytics lifecycle analysis, including data requirements, activities and design.
  • Ensures technically sound execution of data analytics projects.
  • Collaborates with colleagues across departments to identify data analytics needs and support data-driven projects.
  • Translates immediate requirements into prototype solutions and oversees their subsequent full implementation.
  • Keeps track of trends and developments in data analytics best practices, tools, etc.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Monitors staff welfare and identifies/proposes appropriate programmes and remedial action.
  • Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases.
  • Supervises and monitors the work of the junior human resources officers in undertaking the full range of human resource management activities.
  • Coordinates with the International Civil Service Commission (ICSC) and Geneva-Based Organizations the annual revision of DSA rates for Switzerland.
  • Formulates the recommendations towards the annual interim adjustment for GS salaries.
  • Carries out the two following surveys: - ICSC periodical salary surveys for post adjustment review (Place-to-Place survey) as well as the periodical surveys on General Service salaries. - Rental subsidy survey in Geneva to review rents in the Geneva housing market and assist in recommending the revised reasonable maximum rent levels for the rental subsidy scheme.
  • Coordinates duty station classification and subsistence allowance surveys.
  • Conducts research in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.
  • Prepares classification analysis of jobs in Professional and General Service and related categories.
  • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.

    Education Advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification Certification in data analysis is desirable.

    Work Experience A minimum of seven years of progressively responsible experience in human resources management, administration, public administration, management or related area is required.

    Experience in project management, change management and management of client relations is desirable.

    Experience in using HR analytics data to inform decisions, strategies and execution for senior management is desirable.

    Experience in developing and conducting HR presentations to large audiences is desirable.

    Experience providing job classification advice and job classification analysis applying the ICSC standards is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required.
