Contract

Setting and Reporting The Human Resources Section (HR) in the Division of Programme Support at ITC aims to have the right people with the appropriate skills and competencies to achieve its strategic and operational goals while providing an enabling and supportive work environment. The HR Section covers all areas of talent acquisition and management, including recruitment, contractual services, staff administration, learning and development, staff well-being and policy development and review. HR serves as an active listening partner throughout the Organization to ensure it is providing value-add services to meet its corporate mandates and priorities. This position serves as the Head of Staff Administration and Recruitment and will support policy development.
Responsibilities Within delegated authority, the Human Resources Officer will be responsible for the following duties: - Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. - Administers and provides advice on salary and related benefits, travel, and social security entitlements. - Reviews and approves offers of appointments. Determines and recommends benefits and entitlements for staff on the basis of contractual status. - Advises and counsels staff in respect of rights, responsibilities, code of conduct and complexities associated with work and entitlements. - Identifies upcoming vacancies in coordination with client offices and provides advisory services in developing strategic recruitment and outreach plans. - Prepares classification analysis of jobs in Professional and above and General Service categories. - Provides guidance to programme managers on the application of classification policies and procedures and by undertaking office reviews. - Provides HR advice and support in the preparation of job announcements, evaluation of applicants, assessment options and completion of the selection process to ensure a fair and consistent process. - Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or improvements, as needed. - Serves as ex-officio to the Central Review Bodies. - Oversees the administration of the Junior Professional Officer Programme, Internship and Fellowship Programmes and Non-Reimbursable Loans. - Identifies and analyzes the proper operations of the recruitment platform and liaises with UN Secretariat on any evolving requirements. - Reviews HR policies and procedures, and further simplifies and streamlines processes. - Assists in preparing policy papers, position papers and briefing notes. - Supervises and monitors the work of the Staff Administration and Recruitment units. - Performs other related duties, as assigned.
