OBJECTIVES OF THE PROGRAMME

The Administration and Finance Division provides administrative and financial services to all the regional activities and programmes to facilitate the achievement of WHO objectives. The Human Resources Management Unit provides effective HR management support and services to the Region's technical programmes.

DESCRIPTION OF DUTIES

Under the supervision of the Regional Human Resources Manager (RHRM), the incumbent implements all activities related to the HR reform across the three HR reform pillars: (1) Attracting Talent, (2) Retaining Talent and (3) Enabling Work Environment.

Attracting Talent

1. Supports the coordination of recruitment and selection processes. Monitors trends in workforce planning and recruitment activities and provides analysis on competitive selection, geographical distribution, gender monitoring and recruitment turn-around-time to support management. Develops outreach initiatives to improve gender/geographical balance of the workforce in the Western Pacific Region (WPRO);

2. Implements standardized recruitment procedures; monitors turnaround time and service delivery and recommends changes to improve overall services;

3. Implements the employer branding elements to enrich the sourcing channels of suitable candidates; and

4. Keeps abreast and safeguards proper implementation of contractual modalities, including those for non-staff.

Retaining Talent

1. Succession Planning: Facilitates workforce planning, succession planning and alignment of staffing structure with the evolving needs of the Organization;

2. Mobility: Supports the implementation of the WPRO and global mobility scheme. Compiles all required data in mobility and rotation. Assists RHRM in coordinating Mobility Review Committee meetings;

3. Performance Management Development System (PMDS): Provides briefing, monitors, administers and analyzes the PMDS and provides periodic statistics therein. Coordinates, reviews and updates the performance award system.

Enabling Work Environment

1. Supports the RHRM in fostering and implementing formal and informal mechanisms for resolving employment-related disputes and promoting an ethical, respectful and inclusive work environment.

Others:

1. Supervises the day-to-day operations and management of the HR Support and Establishment and Selection Teams.

2. Supports RHRM in the provision of advice and guidance on HR matters to the Regional and Country Offices.

3. Acts as RHRM during his/her absence.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in HR management, public or business administration, education, psychology or related fields. Desirable: Postgraduate specialization in one of the above fields.

Experience

Essential: Experience in HR management of at least five years. Demonstrated expertise in development and/or implementation of HR policies. Desirable: Experience in HR management in an international organization (UN preferred).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2495 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
