Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of HR Specialist, the national UN Volunteer will undertake the following tasks:

Support to business partnering

  • Support the business partners in developing initiatives to encourage employee well-being and employee recognition schemes
  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
  • Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.

Support in recruitment and placement

  • Undertake all required HR activities and actions throughout the entire roster exercise with focus on the candidate experience, i.e. prepare promotional materials for launch, circulation of advertisement, sourcing, timely actions and updates in Talent Management System (TMS), longlisting, test administration, interview scheduling, selection report preparation, initiating and following up on reference checks and technical clearances, compilation and quality control of supporting documents.
  • Liaises with candidates in the various stages of the recruitment process including preparation and release of offer and regret letters.
  • Monitors life-cycle of recruitment process to update supervisor as necessary.
  • Creates and maintains a database of roster candidates showing valid and latest information using TMS, SAP, Power Bi and Excel
  • Assist in the drafting and clearance of the roster guidelines
  • Assists in organizing virtual events related to the roster exercise, i.e. scheduling, distribution of materials for participants, inviting resource speakers and providing logistical and administrative support at events as necessary.
  • Assist HR Specialist in the LACRO HR team with the creation and upload of HR related materials on the SharePoint HR site.
  • Work with Emergency section in preparing reports for post-emergency evaluation or lessons learned phase

Emergency preparedness and response

  • Work with HR and Emergency sections to ensure country offices put in place the preparedness actions outlined in the Surge Guidelines and as well as the mandatory Minimum Preparedness Actions, in order to ensure a rapid and effective response at the time of an emergency.
  • Work with HR and Emergency sections on the creation of a Surge Tracking System to track and mobilize requests for, and deployments of, surge from other countries, secure regional or global support and stand-by partners and start the recruitment of new staff.

Support in organization design and job classification

  • Prepares documents to be submitted for classification to Regional Office (RO) and New York Headquarters (HQ) ensuring completeness of documentation
  • Monitors life-cycle of all job classification requests to facilitate recruitment and organization planning.

Support in learning & capacity development

  • Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations.
  • Assists team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.
  • Tracks the performance management cycle processes, ensuring the timely distribution and enhancing the timely completion and return of appraisals.

General office support

  • Drafting and/or processing a variety of correspondence and other communications
  • Setting up and maintaining HR files/records (electronic and paper)
  • Maintain and generate automated databases containing HR related statistics and generating periodic reports; and performing a variety of administrative duties (e.g. leave recording, etc.).

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

A University Degree in human resource management, business management, international relations, psychology or another related field is required.

Experience remark:

Minimum five years of progressively responsible administrative work experience in HR. At least two years hands-on experience in recruitment policies and procedures. Experience in roster management an asset. Very good organizational skills

Good knowledge of HR principles, rules, regulations and procedures within the UN

Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems.
