Org. Setting and Reporting

The position is located in the Human Resources Section of the Executive Office, United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva, Switzerland. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Human Resources Officer/ Administration in Geneva, Switzerland. The incumbent will report to the Human Resources Officer, Head of Human Resources Administration Team based in Geneva.

Responsibilities

Within the limits of delegated authority, the Human Resources Officer/ Administration will be responsible for performing the following duties: General • Provides advice and support to managers and staff on human resources related matters. • Prepares special reports and participates and/or leads special human resources project. • Keeps abreast of developments in various areas of human resources. Recruitment and placement • Identifies upcoming vacancies in coordination with client offices. • Prepares job openings, reviews applications, and provides a short-list to those offices. • Arranges and conducts interviews to select candidates. • Reviews recommendation on the selection of candidate by client offices. • Prepares job offers for successful candidates. • Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices. • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. Administration of entitlements • Provides advice on interpretation and application of policies, regulations and rules to HR support staff, managers and all other clients. Reviews and provides advice on exceptions to policies, regulation and rules. • Administers, provides advice, reviews and approves HR entitlements and benefits (including Rental Subsidies and Deductions, Dependency Allowances, Sick Leave, Mobility Incentive, Special Leave with or without Pay, Parental Leave, Rest and Recuperation etc) using the Enterprise Resource Planning system, Umoja. • Determines and recommends benefits and entitlements for staff on the basis of contractual status. • Advises substantive offices and staff on onboarding and recruitment cases and applicable HR policies and exceptions. • Reviews and signs Letter of Offers / Assignment Letters. • Reviews policies and procedures related to HR entitlements and benefits and recommends changes as required. • Reviews and recommends level of remuneration for non-staff personnel. Other duties • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. • Prepares classification analysis of jobs in Professional and General Service and related categories. • Acts as a liaison and OCHA HR focal point for the client offices with various UN administrative offices in Geneva, such as the UN authorized Travel Agency, the United Nations Office in Geneva (UNOG) Medical Services, the UNOG Payroll Services, the UNOG Treasury Office, the UNOG Carte De Legitimation (CDL) Office, the UNOG Visa and United Nations Laissez-Passer (UNLP) Section. • Assists in preparing policy papers, position papers and briefing notes on issues related to HR entitlements and benefits.

Education

An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two (2) qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in human resources management, administration or related area is required. Experience in the application of Human Resources rules and regulations in the area of staff administration of entitlements and benefits in the UN Common system or a similar international organization is required. Experience in administering of personnel actions, complex entitlements and benefits using Enterprise Resource Planning (ERP) systems such as Umoja is required. Experience using online platforms / ERP systems for onboarding staff such as Inspira or Umoja (or similar) is required. Work experience of one (1) year or more in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment

The evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Appointment to this position is limited to a finite period of 9 September 2024 to 8 September 2026, due to the absence of the regular incumbent. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post.
