OBJECTIVES OF THE PROGRAMME

The Administration and Finance Division provides administrative and financial services to all the regional activities and programmes to facilitate the achievement of WHO objectives. The Human Resources Management Unit provides effective HR management support and services to the Region's technical programmes.

DESCRIPTION OF DUTIES

The incumbent will support planning and overseeing of the proper application of operational workforce planning, identification of human resources needs, rapid recruitment and sourcing and matching to fill human resource requirements in the WHO Western Pacific Region.

The Human Resources Officer consults and collaborates with the Human Resources Team at WPRO on staffing requirements and structures; ensures the coherent application of Staff Rules and Regulations, and related, including consistent implementation of delegated authorities and responsibilities on policies and other complex and sensitive matters.

The assignment may be completed remotely or may require travel to the duty station.

During the assignment, duties may be modified based upon the current needs of the Organization:

  • Actively participate in the establishment and manage the implementation of the HR Recruitment plan within given timeframes and allocated budgets; identify with managers the staffing needs and contractual modalities, advice on HR policies and procedures and ensure the provision of recruitment related services.
  • Coordinate with the Regional Office HR Team and HQ on sourcing and outreach efforts, roster management, targeted sourcing, technical networks, ensuring speedy recruitment of the right staff, in the right place, at the right time.
  • Monitor staffing and position management actions including the establishment of new positions, rapid recruitment, advocate the use of generic post descriptions and liaise with 3rd Party Firm for longlisting.
  • Conduct and manage recruitment and outreach for international and locally recruited staff. Establish and maintain related rosters, at the Regional and country levels.
  • Track and report on HR requirements against plans, status of filled positions/vacancies.
  • Advise on interpretation and application of HR policies, regulations and rules, code of conduct, as well as benefits and entitlements during the recruitment phase.
  • Support updating and maintaining relevant HR databases and reporting systems. Provide regular and ad hoc HR reports to support strategic decision making, as necessary.
  • Reports to the Regional Human Resources Manager on overall status of HR recruitment issues.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in a relevant field.

Experience

Essential: At least 5 years relevant experience.

Desirable: Experience in surge/rapid recruitment would be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2518 per month for the duty station indicated above (may differ if assignment will be completed remotely).
