- Excellent diplomatic and influencing skills, particularly in building strong relationships with leaders at all levels
- Strong analytical skills
- Ability to effectively work with a multi-site client group
- Excellent written and verbal communication skills
- Proven problem solving and customer service skills: ability to successfully provide support to staff and guide managers
- Supervisory experience a strong plus
- Strong project management skills
- Experience in supporting a client group of 100+ employees preferred
- Experience working in a multi-cultural and/or non-profit organization preferred
Job Description
Background:
More than 3.6 million people have fled across borders to seek safety in the 1st month since the escalation of conflict in Ukraine on February 24, 2022, and over 6.5 million Ukrainians are reported to be displaced. As the vast majority of the displaced are women, girls, and boys, this could become the worst humanitarian crisis Europe has seen in decades.
Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Ukraine and Poland to facilitate immediate assistance that can be used where it is the most needed. Simultaneously, the IRC is establishing operations across Ukraine and Poland to complement partner response services either in breadth or scale.
Job Overview/Summary:
The HR Manager reports to the HR Coordinator and is a direct partner to the Senior Management Team overseeing the IRC’s operations in Ukraine. Leadership, guidance, support, and direct supervision to each HR Officer (5) from each field office, is the fundamental purpose of this role, balanced with managing continuous improvement projects to fix, stabilize and strengthen our HR practices in these new operations.
Major Responsibilities:
· Develop and implement HR solutions that support the achievement of the IRC’s objectives
· Model, promote and uphold a culture of values as reflected in The IRC Way: Standards for Professional Conduct - Integrity, Service and Accountability
· Provide effective guidance and support to all staff on employee relations, performance management, compensation/benefits, promotions/changes in status, and general HR issues
· Coach the Senior Management Team on complex leadership and HR issues including HR/talent implications of organizational decisions
· In collaboration with the Senior Management Team, resolve issues regarding workforce planning and succession planning
· Provide regular guidance, implementation and change management support for to the HR Officers
· Build the capacity of the HR Officers at each field site, and provide guidance on complex issues that
· have been elevated
· Maintain in-depth knowledge of legal requirements related to day-to-day management and HR compliance issues
· Participate in leadership calls, and stay abreast of trends, and leverage this insight to develop appropriate HR strategies and solutions
· Other duties as assigned. IRC is a fast-moving organization, and duties will evolve and change over time
