How can you make a difference?

UNICEF Global Shared Services Centre HR Administration Section is seeking a Human Resources Manager to lead the global HR Onboarding Stream within the HR Administration Section to deliver high quality, responsive, timely and equitable human resources services for UNICEF offices which include onboarding, establishing staff entitlements, administering benefits, initiating background verification, handling medical clearances and other administration.

This will involve:

  1. Partnership with internal and external partners to deliver services and improve business processes
  • Liaise with DHR Policy Section, ICTD, Staff Well Being Unit and Payroll Unit as well as other internal and external entities, e.g. Country and Regional Offices, UN Pension Fund, UN Tax Unit, UN Insurance Unit, UN Bonn and UN medical services, to ensure staff services are rendered accurately and on time.
  • Consult with organizational units globally to identify service needs and areas for process improvement.
  • Undertake projects within the stream and cross-sectionally to ensure efficiency gains by implementing automation; process simplification and risk management.
  1. Leadership and management of staff
  • Responsible for management of around 40 staff members in the team including International Professional, National Officers, Medical Professionals and General Staff staff members to ensure effective and efficient HR service delivery.
  • Lead and develop staff through coaching and mentoring.
  • Ensure team leadership and cross-functional collaboration.
  • Support and advise staff and management as appropriate to improve relations, achieve consensus and resolve issues.
  • Provide administrative and technical support to staff-management bodies in the capacity of HR focal point.
  • Promote performance excellence and work life balance in the office.
  1. Build active cooperation, networks and partnerships with other agencies
  • Maintain effective and steady communication and working relations with UN agencies to seek harmonization as well as new ways to enhance effectiveness of HR management and development in UNICEF.
  • Support identification of common strategies and approaches for enhancement of the HR reform within the common system.
  1. Identify and explore best practices and innovation
  • Research and identify best practices in HR and suggest innovation to improve processes and effectiveness.
  • Participate in inter-agency and industry coordination, conferences and other forums to ensure knowledge sharing and to keep abreast of developments and best practices in HR and in shared services.
  1. Technical leadership, operational support and guidance
  • Liaise with the HQ Divisions, regional and country offices to support and contribute to corporate HR strategy formulation and global implementation. Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.
  • Ensure timely, transparent, and systematic administration of HR benefits, entitlements, contracts renewal and termination, performance management and other HR activities.
  • Contribute to the improvement of HR services and ensure client satisfaction.
  • Keep abreast, research, benchmark, and implement best and cutting edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.
  • Establish & review reports to ensure compliance to Standard operating procedures, policies etc. and for timely and accurate payroll initiation.
  • Actively monitor and manage real-time targets and ensure and maintain expected standards to improve overall organizational performance.
  • Ensure accountability, customer service orientation and systematic performance management of the unit.
  • Manage and address complex issues related to staff administration and benefits. Manage exceptions through establishment of systems, mechanisms, and knowledge database library.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Human Resources Management, Business Management, International Relations, Psychology or another related field is required.

A first University Degree (Bachelor’s Degree) in Human Resources Management, Business Management, International Relations, Psychology or another related field combined with 2 additional years of professional experience in in human resources management and human resources administration may be accepted in lieu of an advanced university degree.

  • A minimum of eight years of relevant professional experience, at the national and international levels, in human resources management and human resources administration.
  • Experience in supervising, leading and managing a large team is required.
  • Experience and ability to help design and implement targeted and innovative human resources strategies to address clients’ people-related needs.
  • Ability to help design and implement innovative HR programs within a fast paced, evolving, and wide organizational setting.
  • Analytical skills, project management, stakeholder management and change management experience, preferably in a multi-country situation.
  • Excellent knowledge of organizational and HR information technology systems and tools.
  • Ability to allocate appropriate time and resources for successful achievement of goals and foresee risks and allow for contingencies when planning.
  • Experience of shared services/business support center is an asset.
  • Fluency in English both written and spoken is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
