We’re looking for an experienced HR Manager to provide HR leadership and implement HR services for the three country offices in China, Mongolia and DPR Korea. The post is based in Beijing, China with frequent travel to the other two countries.

How can you make a difference?

The HR Manager is accountable for designing, planning and implementing HR services for three offices to enhance the capacity of staff and managers to deliver on their business goals and objectives. As a member of the management team, the incumbent demonstrates the ability to anticipate HR-related needs and develops subsequent plans and solutions that align HR management with business objectives.

Key responsibilities include:

  • Provide technical leadership in all areas of HR including organizational development, recruitment and staffing, learning and development, performance management, and HR administration.
  • Serve as a strategic HR business partner for the UNICEF Heads of Offices in China, Mongolia and DPRK and serve as a single point of contact to them on all aspects related to personnel and organizational development
  • Establish annual work plans for the HR teams in China, Mongolia and DPRK, set priorities/targets and performance measurements. Monitor work progress and ensure results are achieved according to schedule and performance standards
  • Work with recruitment agencies, job boards, universities and media partners to develop outreach strategies and approaches to find talent. Actively promote UNICEF’s brand as an employer of choice
  • In line with UNICEF’s China in the World strategy, lead on HR partnerships with private and public entities in China to encourage and increase Chinese participation in UNICEF at all levels and in all categories
  • Lead the identification of training needs, preparation of training proposals, arrangements for implementation and evaluations of training, and impact on performance. Conduct training where needed.
  • Provide advice to colleagues on HR processes and policies, ensuring the highest level of client orientation.
  • Implement cutting-edge practices in HR management and contribute to the development of global and regional strategies, policies and practices and introduce innovation through sharing of best practices and knowledge learned. Ensure compliance with corporate principles, policies, and guidelines.
  • Design optimal staffing structures and arrangements and in consultation with senior management develop standards and benchmarks for staffing
  • Provide performance and talent management guidance to line management including coaching, counseling, career development, and career conversations.
  • Participate as an active member in UNICEF’s regional and global HR networks, and in OneUN initiatives and networks at the duty station

To qualify as a champion for every child you will have…

  • An Advanced University Degree in human resource management, business management, international relations, psychology or another related field

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of eight years of progressive professional work experience in human resource management in an international organization and/or large corporation. UNICEF and/or other UN experience is an asset.
  • Experience leading HR partnerships with private and public entities is preferred.
  • Developing country work experience, experience in Asia and/or familiarity with emergency is an asset.
  • Fluency in English is required. Knowledge of another official UN language, particularly Chinese, is an asset.
