Result of Service The incumbent will be responsible for the following duties:

HUMAN RESOURCES

  • Review terms of reference for publication in Inspira or to be sent to partner agencies;
  • Follow up the hiring process done by other partner agencies;
  • Review Service Requisitions and Shopping carts;
  • Follow up and create consultant and individual contractor purchase orders in UMOJA;
  • Support in the review and publications of Staff Positions;
  • Support and counsel considering United Nations Rules and Regulations;
  • Prepare monthly reports to Headquarters
  • Assist in the organization and conduct of training courses and workshop
  • Assist in reviewing and processing requests for classification process
  • Provides advice and answers general queries on HR process.
  • Support in the HR standard operational procedures’ creation, update, and maintenance.
  • Maintains HR related data bases containing HR related statistics and prepares periodic reports (for all the personnel, including consultants, individual contractors and interns).

OTHERS - Document, archive and keep control of the database of projects, agreements and contracts; - Administrative and legal support or any other assistance requested by the officers. - Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications, input monitoring and implementation in UMOJA, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, interviews, monitors deadlines, etc. - Prepares written response to queries concerning HR related matters (for all personnel including staff members, interns, consultants, individual contractors).

Work Location Initially home-based, then UNEP LACO, Panama City, Panama, once the new UNEP LACO offices are open.

Duties and Responsibilities 1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the MediumTerm Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The incumbent will be supporting the Administration Unit and its outposted offices under the direct supervision of the Administrative Officer in Human Resources and Finance, based in UNEP LACO, duty station in Panama City, Panama. He/She will also maintain direct communication with Project Managers and the administrative team, in order to improve the efficiency of operations within the Latin America and the Caribbean region, providing legal counsel and reviewing legal instruments, assisting in hiring and recruitment processes in strict observation with UN Rules and Regulations as well as internal procedures.

The consultant is responsible for their own safety; therefore, they shall be familiar with the mechanisms of security of the United Nations and follow the Framework of Accountability for the United Nations Security Management System.

The consultant will work from Monday to Friday, 40 hours per week, full time, with an initial period of home-based and then at UNEP LACO, Panama City, Panama, once the new UNEP LACO offices are open.

Qualifications/special skills ACADEMIC:

- University degree (Bachelors) in human resources management, law, business or public administration, or related field.

PROFESSIONAL:

- Minimum of 3 of progressively responsible experience in human resources management, law, administration, or related area is required.

LANGUAGE:

- For the post advertised, fluent in Spanish and confident in English is required.

SPECIAL KNOWLEDGE AND SKILLS:

- Proficiency in MS Office (MS Word, Excel and Outlook) software applications. - Strong analytical skills.
