The Opportunity – Human Resources Coordinator

Post location: Country Office located in Ramallah.

Contract Duration and Level of Effort: 12 months with possible extension.

ROLE PURPOSE:

This position will be responsible on the effective and efficient implementation of HR core services to staff in accordance SCI global policies and procedures; SCI reward principles and with the Palestinian local labor laws and regulations.

This includes but not limited to ensuring quality data in the HRIS and other relevant databases and in files; ensuring completeness of personnel files; management and implementation of effective and efficient compensation and benefits systems and polices.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: CO Human Resources & Admin Manager

Staff reporting to this post: HR Assistant

Budget Responsibilities: None

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: SCI HRIS (ORC)

  • Act as the main focal point and system Administrator for SCI HR online systems.
  • Facilitate and deliver HRIS orientation and refresher sessions to all staff.
  • Manage, track and update HRIS data, ensuring high quality and accuracy including on-time changes for any changes including newcomers, and leavers, internal transfers….
  • Compare and/or validate the HRIS data with the data quality reports on a monthly basis.
  • Support all staff with system errors, coordinating with the support team when needed to support tickets.

Key Area 2: Effort Reporting - Timesheets

  • Act as ER Administrator for oPt CO, WB, and Gaza FOs.
  • Follow up and ensure that all staff fills their timesheets regularly.
  • Run required reports on a daily/weekly basis and follow up on the results and close ER on monthly basis.
  • Provide support for staff on CO, WB & Gaza FOs levels as needed including where they are not able to complete timesheets including system issues support in coordination with FMS.
  • Provide Training for new staff on the system and refresh sessions on a regular basis.
  • Ensure the accurate reflection of all staff leaves requests in line with their monthly timesheet and maintain staff leave balance up to date.
  • Initiate the monthly AL reconciliation and work closely with finance team on the yearly AL Reconciliation exercise.
  • Submit the completed monthly timesheet in the system for finance allocation.

Key Area 3: Pay and Benefits:

  • Update the monthly payroll sheets for national & international staff and other categorized hired individuals (Interns, volunteers, limited staff) to be processed in a timely manner, and shared with the HR Manager, Finance and Tax Advisor on monthly basis.
  • Follow up with Tax Advisor for tax calculations, and issuing pay slips.
  • Provide the RO/Centre with the International staff different updates/forms and documents (i.e., new starters, leavers …).
  • Prepare all relevant payments and submit them to finance (i.e. leaver payment, tax advisor, per diem for surge team).
  • Ensure that staff benefits are aligned with local labor laws and competitive in the market.
  • Ensure full compliance with SC global reward policies and philosophies.
  • Conduct orientation and awareness sessions on staff benefits.
  • Review staff utilization or conduct survey against the benefits and suggest/update package to ensure staff gets the most out of the benefits.
  • Facilitate the staff exit including but not limited to providing guidance on exit clearances, processing final pay, conducting exit interview and facilitating project close-out staff appreciation activities.
  • Assist in the closeout and capacity building on HR compensation and benefits related functions with partners.
  • Prepare the monthly allocation for the Workmen’s compensation, employer liability, and Personal accident, life, and Health insurance policies and submit them to finance on monthly basis.

Key Area 4: General HR Operations:

  • Comply with and promote Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Assist with ensuring the management of all aspects of HR activities and the effective delivery of HR services to staff throughout oPt CO according to SCI policies, procedures, and core values.
  • Assist with ensuring appropriate and adequate emergency HR procedures are detailed in the Emergency Preparedness Plan in order to enable rapid scale-up and facilitate the HR aspects (such as deployment mechanisms) of the Emergency Response Team.
  • Perform day-to-day employee relations including maintaining awareness of all personnel policies and answering HR questions and directing employees as appropriate.
  • Ensure complete confidentiality of all HR different aspects including financial-related information.
  • Responsible for the monthly and quarterly reports due for the Regional Office/Centre are completed and submitted on time.
  • Responsible for supporting Audit processes, providing and preparing all HR files for audits (Internal and External).
  • Act as Safeguarding Focal Point.
  • Support in organizing CO wide training/workshops etc.
  • Provide clarity on HR policy and procedures to staff as required.
  • Ensure all HR activities are carried-out in adherence to these standards and policies.
  • Ready to work to respond to any natural disaster or emergency situation anywhere in oPt.
  • Any other duties as assigned by line manager or the designate.

In order to be successful, you will bring/have:

QUALIFICATIONS

  • Bachelor’s Degree in Human Resources/ Business Management/ Administration/Psychology.

EXPERIENCE AND SKILLS

Essential

  • At least 4+ years of work experience in Human Resources, preferable in INGOs.
  • Previous experience working in an international organization.
  • Cross-cultural experience, understanding, and sensitivity.
  • Excellent organizational and time management skills.
  • Excellent in both Arabic and English, written and spoken.
  • Ability to work in a team/independently.
  • Knowledge of salary and benefit structures.
  • Skill in examining and developing personnel, operations, and procedures manuals, formulating policy and developing and implementing new strategies and procedures.
  • Knowledge of Palestinian Labour laws and regulations.
  • Skill in developing and conducting employee orientation sessions.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to interact with all levels of the organization independently, and foster a cooperative work environment.
  • Ability to supervise and train employees.

Desirable:

  • Familiarity with HR research/survey practices and development.
  • Knowledge of computerized information systems used in human resources applications.
  • Knowledge of different donor’s rules and regulations. Deep understanding of local labor laws.
