JOB PURPOSE

Namibia, an Upper Middle-Income Country, has made significant economic and social progress since its independence in 1990. The Namibian economy, until recently, recorded strong and steady economic growth while the country’s poverty rate was reduced significantly from 69% in 1993 to 17.4% in 2018. This impressive achievement has been underpinned by sustained political stability, sound macroeconomic management and good governance. Some progress in reducing the pervasive income inequality has also been made. Despite these gains, Namibia remains amongst the most unequal nations in the world. Stunting and malnutrition continue to stagnate. According to the preliminary findings of a recent assessment carried out following the 2018/2019 drought and COVID situation, an estimated 400,000 people are food insecure with food insecurity more prevalent in the north-western regions mainly due to prevailing chronic poverty, drought, and the prevailing COVID impact on households. Main contributing factors to food insecurity and under-nourishment are the high poverty rate, inequality of the income distribution, and the incidence of HIV/AIDS. This position will therefore be core to WFP’s contribution to the Government of Namibia and other stakeholders in addressing stagnating food and nutrition security situation while putting in place interventions to accelerate the journey towards zero hunger. The position will enable WFP to 2 actively engage in the Namibia Market Systems and Financial landscape in order to co-lead, review, refine and develop programmes and products that support a range of food system activities in order to contribute positively to the accelerated journey towards Zero Hunger.

KEY ACCOUNTABILITIES (not all-inclusive)

Under direct supervision of the Country Director, the Human Resources Associate will: • Contributes to the development of and the accomplishment of the CO emerging strategic redirection and objectives and therefore work with the CO teams and RB HR in interpreting the design of work systems in which staff succeed and contribute. • Acts as an anchor, sponsor or advocate of the staff, working with the newly formed Staff Wellness Council to promote a work environment in which staff will be part of a journey to fostering effective methods of goal setting, communication, and empowerment throughresponsibility build employee ownership. • Act as a Change Champion with knowledge about and the ability to execute successful change processes that make the HR function supportive of the rest of the team and therefore exceptionally valued. Knowing how to link change to the strategic needs of the CO will minimize staff dissatisfaction and resistance to change and therefore enable a successful CO uptake of new programmes. • Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, PACE, etc), ensuring compliance with the established deadlines and accuracy of HR data • Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines. • Review and compile a variety of data on staff recruitment and selection, contractual conditions,entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs. • Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures. • Support the implementation new organogram

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of university degree in Human Resources or related field

Experience: 5 years of progressively responsible work experience in Human Resources or related field.

Language: Fluency in both oral and written communication in English.

CONTRACTUAL INFORMATION

  • This is a 1 Year renewable Service Contract
  • Net monthly salary range: NAD 30,274 - NAD 39,962
