The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

UNICEF is going through an exciting digital transformation that will influence the work of the entire organization. As part of this transformation, UNICEF has opened a new ICTD Digital Core office in Valencia, Spain to execute ICTD’s digital strategy across all UNICEF locations globally.

The Human Resources Associate will work within the Strategy, Risk Management and Governance Section of ICTD. This position reports to the Human Resources Manager at the P-4 level.

How can you make a difference?

The Human Resources Associate will provide overall human resources and operations administrative support, service and business partnership to ICTD’s Digital Core, Digital Headquarters and Centre of Excellence. The HR Associate applies a client-oriented approach to coordinate and support key HR areas, including talent management, visa and protocol issues, benefits and entitlements, HR data and analysis, and coordination of onboarding and offboarding logistics, in line with HR best practice and in compliance with UNICEF HR rules and regulations.

Key responsibilities:

Contract Administration and Entitlements • Provides client focused service and guidance to staff and managers on HR policy, best practices and entitlements, including benefits, leave, pension, medical insurance and flexible work arrangements. • Monitors contractual status of current staff members. Coordinates necessary actions for extensions and separations. Ensures team and hiring managers are updated on status. • Supports leave management process for staff members. • Provides clearance for entitlement travels and advises staff on the full process. • Liaises proactively with other offices and divisions on processing of HR services. • Keeps up to date on HR best practices, trends and policy changes.

Talent Management • Assists in the coordination of recruitment and selection process activities, including initial screening of applications, scheduling and coordination of candidate assessments and interviews, supporting reference and background check processes, and coordinating approvals and offers of appointment. Acts as HR panel member for interviews at the general service level. • Designs and coordinates onboarding activities and logistics for new hires. • Partners with hiring managers to support and guide on talent outreach, use of the talent management system, and candidate assessment. • Liaises with candidates to keep them updated throughout selection process and ensure positive candidate experience. • Monitors status of recruitments, maintains recruitment dashboard ensuring team and hiring managers are updated on status of recruitment cases.

Organization Design and Job Classification • Maintains and updates organization charts for the division. • Supports drafting and review of job descriptions, ensuring quality review and consistency with ICSC standards. • Monitors status of classification and coordinates with Classification Unit.

Support to HR Initiatives • Prepares dashboards and reports on HR status for management and key stakeholders as required. Prepares and facilitates presentations for meetings and workshops. • Drafts guidance notes, conducts research and supports preparation of standard operating procedures. • Supports the unit in development and coordination of HR initiatives and projects, including for capacity development, staff well-being, learning and development, performance management and promotion of a people and results oriented organizational culture. • Maintains accurate and current records for HR team. • Supports coordination of meetings, workshops and virtual sessions. • Supports learning activities for the division by coordinating, collecting feedback and setting up Agora pages (UNICEF Learning Management System platform). • Liaises with Operations and HR peers to ensure the efficient delivery of HR Services. • Contributes to a work environment conducive to collaboration, open dialogue and team spirit in line with UNICEF Core Values.

Operations and Protocol • Facilitates the administration of services dependent on counterparts in UNGSC, including security briefings and host government protocol services. • Maintains onboarding plan for ICTD staff arriving in duty station. Facilitates issuance of visas and residence permits. Supports new staff with information on housing, banking, school enrollment and access to public services to ensure smooth relocation and installation of staff. • Liaises with and maintains good working relations with all counterparts in UNGSC, and with relevant business Divisions and GSSC as needed. • Facilitates the administration of services dependent of counterparts in UNGSC including security briefings and host government protocol services.

To qualify as a champion for every child you will have…

Academic Degrees: • Completion of secondary degree (High School Diploma or equivalent) is required. • University degree or courses in Business Administration, Human Resources, Social Sciences or a related field are desirable.

Experience and Skills: • A minimum of 6 years of progressively responsible work experience in human resources, operations and administration is required. • UNICEF or UN experience in human resources administration and operations is highly desirable. • Recruitment experience for ICT roles is highly desirable. • Strong client orientation, proactivity and strong attention to detail with planning skills are required.

Language Requirements: • Fluency in English and Spanish is required. • Knowledge of another official UN language (French, Arabic, Chinese or Russian) is an asset.
