How can you make a difference?

The Division of Private Fundraising and Partnerships (PFP) and Geneva Common Services Human Resources units require additional support for the Human Resources function related to supporting the recruitment function and the day-to-day support to staff related to the obligatory requirements to work in Geneva with the UN and Swiss authorities.

The day to day demands in this area, have substantially increased in volume, and cannot be covered by the current staffing composition.

To support the HR units in Geneva as relates to recruitment and management of staff entitlements and legal requirements whilst in Geneva. The HR Assistant is expected to provide administrative, procedural, and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations. This support will enhance the smooth functioning of the unit as well as enhance the quality of client services.

Summary of key functions and accountabilities:-

  1. Support in recruitment and placement
  • Works closely with hiring managers to prepares and circulates vacancy advertisements.
  • Liaises with candidates in the various stages of the recruitment process, with specific focus on supporting scheduling of technical testing and interviews.
  • Prepares formal pre- offer and liaises with GSSC related to offers and onboarding.
  • Records and maintains recruitment files, ensuring all necessary documentation has been uploaded through TMS.
  • Monitors life-cycle of recruitment process to update panel members as necessary.

    2. Support Staff in On and Off boarding

  • Support onboarding staff to join UNICEF PFP is the smoothest manner possible – supporting but not limited to onboarding tasks with GSSC, liaison for visa and travel formalities, advise on related entitlements related to onboarding.

  • Proactively identify and elevate possible bottlenecks related to onboarding.
  • Support staff by issuing required documentation related to confirmation of employment within Geneva. Manage the requests for CDLs, UN ground passes and related documentation.
  • Manage and monitor FWA with staff and managers to ensure correct information is inserted into the system and entitlements correctly processed.
  • Liaise with PFP payroll colleagues for smooth payroll processing.
  • Ensure appropriate early action is taken for offboarding to effectively support staff
  1. Support in processing of entitlements and benefits
  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
  • In consultation with supervisors, analyze, research, and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements.
  • Maintains all personnel-related records and files, ensuring relevant information are up-to-date and accurate.

    4. Support to business partnering

  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner.

  • Support the business partners in assisting client in using HR systems such as talent management, agora and achieve.

Completion of secondary education, preferably supplemented by technical or university courses related to the field of work.

A minimum of 5 years of progressively responsible Human Resources experience required.

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Technical

  • Good knowledge of HR principles, rules, regulations and procedures within the UN.
  • Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems.
  • Ability to extract and format data and to solve operational problems.
  • Ability to organize own work, set priorities and meet deadlines.

Interpersonal and communication

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

General Service Staff are recruited locally. Candidates must be in possession of an existing visa/work permit or be a resident/citizen of Switzerland and/or a commuting area to be considered eligible for this position.
