Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This post is located in the UNEP/Latin America and the Caribbean Office, at the Panama duty station. Under the direct supervision of the Administrative Officer/Human Resources and Finances, the incumbent will be responsible for the following duties:

Responsibilities 1. CONSULTANCIES - Latin America and Caribbean Office: - Recruitment process: include review terms of reference for publication in Inspira or to be sent to partner agencies; - Follow up the hiring process done by other partner agencies; - Review Service Requisitions, shopping carts, fund committments; - Process contracts and extensions for consultant and individual contractor, verify that all documents and process are completed (this include Regional Directors approval); - Create Consultants' BPs, register tax Id as requested, verification of banking details, index and others 2. RECRUITMENT AND PLACEMENT: - Participates in the selection of candidates for secretarial, clerical and related categories positions, including evaluating and screening applications of such candidates, preparing profiles of candidates, conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates; - Assists in organizing and coordinating competitive recruitment examinations; - Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements. - Request contract extensions for personnel (staff members) and classification post in UNON Resource Portal 3. INTERNSHIP PROGRAMME: - Creation of Job Openings in Inspira, follow up requests and publish in INSPIRA, comply requirements for the post, send selection panel report and final report at the end of the internship; - Prepare letter of offer and agreement for signature by the Regional Director and send to the selected person and guarantee of compliance of agreement signed between interns and UNEP; - Coordinate with the Programme Officer in charge of the internship and ICT all the needs for this person to guarantee that work station will be on time at his/her arrival, brief of security and register in UNDSS/Trip 4. GENERAL ADMINISTRATION - Conducts exit interviews for separating staff, UNVs, and IC/ICs and assists him/her in final arrangements: -Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports. (for all the personnel, including consultants, individual contractors and interns).Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. (for all the personnel, including consultants, individual contractors and interns).Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in UMOJA , etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. Prepares written response to queries concerning HR related matters. (for all the personnel, including consultants, individual contractors and interns); - Trains and provides supervision to new and lower-level staff in the ROLAC; - Performs other duties as required

    Education Completion of high school diploma or equivalent is required.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required Experience with SAP based Enterprise Resource Planning systems (ERP) such as Umoja or equivalent is required Experience using recruitment platforms such as Inspira or similar is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
