Duties and Responsibilities I - Background: ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063.

The mission is guided by ECA’s five strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

As part of its programme to support member States, ECA is partnering with the Mo Ibrahim Foundation to promote leadership development through a practical and on-the-job fellowship. The programme is aimed at enabling young African professionals to develop leadership capacity in a large institution, gain knowledge of the functioning of the United Nations, have better understanding of Africa’s socio-economic challenges and contribute to the analytical, advocacy and policy advisory work of the Commission. The Mo Ibrahim Foundation (the “Foundation”), is financing this Fellowship position in the ECA. The Fellow will perform the duties and responsibilities of the position at the headquarters of ECA in Addis Ababa, Ethiopia.

ECA requires the services of a Human Resources Assistant to provide administrative/HR support in the recruitment exercise of the 2023 Mo Ibrahim Foundation Applications. The candidate will be based in the Recruitment Services Unit, Human Resources Management Section (HRMS), Division of Administration (DoA), under the direct supervision of the HRO (Team Leader) and under the overall guidance of the Chief, Recruitment Services Unit. . II- Scope of Work: The candidate will be based in the Recruitment Services Unit (RSU), Human Resources Management Section (HRMS), Division of Administration (DoA), under the direct supervision of the HRO (Team Leader) and under the overall guidance of the Chief, Recruitment Services Unit. The Individual Contractor will be tasked with the following: . - Review the email inbox: [email protected] of all applications received (English and French) and evaluate: o Applicants who meet the minimum eligibility requirements o If they submitted the proper materials. - Send an email acknowledgement to each applicant which will include a standard message stating that due to the high volume of applications received, no feedback on the final outcome will be given individually, but to check the ECA webpage for updates in January 2023. - Create separate spreadsheets of the applications: o For applicants who submit incomplete applications or who are ineligible (over age limit, no required degree, not citizen of African member State, etc.), file in a separate folder for recordkeeping. o For applicants who meet eligibility criteria, create an excel to log all eligible/complete applications with some basic information about the applicant. - Create a folder on OneDrive/MS Teams (to be shared with the Panel) containing the PHP, letters of recommendation, degrees, etc. (whatever was required to apply) — one folder for each candidate named with the candidates first and last name for easy tracking. - Once completed, coordinate with the Panel appointed by the AES to review the applicants, shortlist and process as follows: o Panel will review all eligible applicants and decide on the top 10 which are sent to MIF; o MIF will review the top 10 and decides on the top 3 applicants and send to ECA; o Panel interviews the top 3 applicants and makes a recommendation to AES for selection (AES may choose to also interview candidates if desired). o Finalize the Panel’s interview report and prepare the selection memo. Support onboarding of MIF fellow, in coordination with the HR Partner. Work with the ECA division focal point for ECA fellows recruitment, receive applications, conduct preliminary assessment of candidates, prepare long/short list for review. Provide back up support for the RPMS system and transition of recruitment processes to the SSG project o Any other duties as required

Qualifications/special skills A minimum of high school diploma is required. A university degree (Bachelor’s degree or equivalent) in Business Administration, Human Resources or administration or other relevant field or equivalent professional training is desirable. Excellent writing skills and IT skills is desirable.

Languages English and French are the working language of the United Nations Secretariat. For this assignment fluency in English is required, knowledge of French is desirable.

Additional Information Work Experience: A minimum of three years of progressively responsible experience in Administration, Human Resources, or related fields is required.
