This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The UNODC Regional Office for the Middle East and North Africa (ROMENA) covers 12 countries (Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Palestine, Sudan, Tunisia Yemen and OGCCR). All these offices have more than 100 staff members. The Regional Of-fice where the UN Volunteer will be placed has around 60 staff members (national staff, inter-national staff, national consultants and international UNV’s).

The Regional Programme is structured around five sub-programmes reflecting the priorities identified by Member States: 1) combating organized crime; 2) countering terrorism; 3) cobating corruption and financial crimes; 4) strengthening crime prevention and criminal justice and 5) prevention of drug use, treatment and care of drug use disorders and HIV/AIDS prevention and care. In addition, the RP integrates four essential cross-cutting themes into all its work, namely the strengthening of data collection and research; the promotion of regional and international cooperation; the fostering of partnerships with civil society; and the mainstreaming of human rights and gender perspectives.

Under the overall guidance of the Regional Representative for the Middle East and North Africa and the direct supervision of the Human Resources Associate, as first reporting officer, and the Administration and Finance Officer, as second reporting officer, both based in Cairo, Egypt, the Human Resources Assistant will undertake the following tasks: • Assist with the implementation of the ROMENA Human Resources strategy; • Provide guidance and advice on Human Resources’ policies and procedures to UNODC staff in the MENA region; • Assist in recruitments: advertise vacancy announcements, download CVs, screen candidates on online recruitment platforms, long-list candidates, schedule candidates for writ-ten tests and interviews, write interview reports, collect reference checks, etc.; • Assist in contracts management: collect related information for contracts’ renew-als/fore shortenings, take necessary actions in the HR information systems, and update staff records; • Assist in training: conduct orientation for new staff, and follow-up with staff on their training and development plans; • Assist in time management: collect related information to verify personnel records, take necessary actions in the HR information systems, and update staff records; • Maintain complete and updated Human Resources archiving and filing system • Verify and compile related Human Resources information for proper reporting purposes; • Undertake other relevant UNODC Human Resources-related duties, as required. • Update the HR system (FOHRM) in terms of contracts, and different leaves types. • Collect information for the creation of Fund Commitments related to staff.

Results/Expected Output:

The Volunteer will be involved in Human Resources matters at the Regional Office, with a focus on all UNODC mandates areas (drugs, organized crime, anti-corruption, counter-terrorism, illicit trafficking, health, etc.) and will receive guidance, supervision and on the job-training on a regular basis. Additional training opportunities may become available through participation in specialized courses in the area of work and attendance to substantive events, meetings and workshops as available. Expected results are: • Active contribution to Human Resources functions: recruitment's, contract management, training, performance management, and time management; • Up-to-date Human Resources’ archiving and filling system.

• Work experience in the fields of human resources, administration,finance, procurement, or related fields is required. • Work experience both at the national and international levels is desired. • Previous relevant UN experience is desired. • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) is highly regarded;

The duty station will be Cairo, which is a family duty station with a wide range of services (health, education, and leisure) and good living conditions. Cairo (and Egypt) has long been a center of the region’s political and cultural life, with high levels of tourism. Like other similar cities, Cairo offers good quality of life in terms of access to shopping centers, banks, medical services, educational facilities, cultural events, etc.

The Arab Republic of Egypt has a unique geographical position in Northeast Africa, at the crossroads of Europe and Asia, on the Mediterranean and the Red Sea, and its connection to Sub Saharan Africa through the Nile Valley. The country is defined by desert and the Nile, the longest river on Earth. Egypt is bordered by the Gaza Strip and Israel to the northeast, the Gulf of Aqaba to the east, the Red Sea to the east and south, Sudan to the south and Libya to the west.

With over 90 million inhabitants, two-thirds of which are below 30 years, Egypt is Africa's third most populous country after Nigeria and Ethiopia and has the highest population in the Arab world's most densely populated areas, especially in greater Cairo, Alexandria and other major cities in the Nile Delta. The country has witnessed significant political and economic changes since 2011. Through this transition, which includes periods of political unrest, the main income sources of the economy have been negatively impacted, particularly in the tourism sector, as well as revenues from the Suez Canal, oil and remittances from Egyptians working abroad, affected by the global economy. However, with the current political stability, tourism is getting improved, and touristic activities are going back to normal. UN staffs are not directly targeted in Egypt and for the most are vulnerable to being in the wrong place at the wrong time. It is recommended to keep dwell time in the immediate vicinity of military, police and other prominent official installations to the minimum.
