Org. Setting and Reporting This position is located in the Human Resources Management Service, United Nations Office at Geneva. The Human Resources Assistant reports to a Human Resources Officer.
Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
Recruitment and placement •Assists in the filling of posts for all categories, including initiating and following-up satisfactory medical clearance, reference checks and academic verifications, travel arrangements and visa requests, release requests, etc., ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments via inspira and offline. •Assists in organizing and coordinating induction briefings for new staff members. •Oversees the maintenance of personnel files and tracking status of onboarding/separation requests. •Coordinates separation of staff members and initiates e-Clearances and related actions. Processes separation and related entitlements. •Reviews and processes personnel actions, travel requests, etc. through Umoja. •Advises staff on visa matters.
Administration of entitlements and time management •Reviews and processes requests for entitlements and claims. Gives guidance to staff members on their entitlements and allowances. •Monitors leave entitlements (sick leave, home leave, maternity/paternity leave, etc.) and processes relevant actions in Umoja. •Participates in drafting and maintaining entitlements reference documentation.
Staff development and career support training •Assists in the organization and participates in Umoja/Inspira training courses and workshops, as well as briefings sessions on benefits and allowances. •Provides administrative support and guidance to guidance to Administrative Assistants and counterparts in client departments. •Trains and supports new colleagues and lower-level staff in the unit with regard to HR related rules and policies.
General •Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports. •Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. •Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; •Sets up and maintains files/records (electronic and paper); •Trains and provides supervision to new and lower-level staff in the unit.

Education High school diploma or equivalent.
Job - Specific Qualification Additional training/certification in human resources management is desirable.
Work Experience At least seven (7) years of experience in human resources management, administrative services or related area is required.
At least three (3) years of experience n human resources functions within the United Nations Common system is desirable.
Experience in the processing of human resources actions in ERP systems (such as Inspira, IMIS, Umoja or similar) is desirable.
Experience providing training on human resources actions and processes is desirable.
Experience drafting reference documentation on HR processes is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another UN official language is desirable.
Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice This position is temporarily available for 3 months with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
