Org. Setting and Reporting This position is located in the Recruitment Unit, Human Resources Section of the Economic Commission for Latin America and the Caribbean. The Human Resources Assistant reports to the Human Resources Officer (Chief Recruitment Unit).

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

Recruitment and placement - Participates in recruiting candidates for staff and non-staff positions, including evaluating and screening applications of such candidates, preparing candidates' profiles, conducting roster searches for vacancies, and identifying short-lists of candidates. - Assists in filling posts for all categories, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities. - Assists in organizing and coordinating competitive recruitment examinations. - Oversees the maintenance of vacancy announcement files and tracking the status of vacancy announcements. - Reviews and processes personnel actions in the ERP system. - Advises staff and hiring managers on the recruitment of staff and non-staff matters.

Classification - Assists in reviewing and processing requests for classification. - Provides advice and answers general queries on classification procedures and processes.

General - Maintains HR-related automated systems and applications, including automated databases containing HR related statistics and contributes to preparing reports based on organizational needs and requirements for reporting and analysis. Researches a range of HR-related issues and assists in the preparation of notes/reports supporting more senior staff in their work on process improvement mechanisms - Contributes to the creation and maintenance of databases, contributes to data collection projects, products, tools and processes to extend the capabilities of client offices. - Contributes to the identification and analysis of patterns in data sets using various methods - Prepares written response to queries concerning HR related matters, including data sets upon request; responds to queries/requests and maintains/updates web pages. - Trains and provides supervision to new and lower-level staff in the unit. - Trains and provides support to client offices in the recruitment of staff and non-staff. - Performs other duties as required.

    Education High school diploma or equivalent. NOTE: For positions in the General Service category, candidates are required to clearly indicate in their PHPs relevant information confirming completion of High School.

    Job - Specific Qualification Relevant training or certifications in the use of ERP systems is desirable.

    Relevant training in creating reports, information, and document management using Excel and Sharepoint or related tools is desirable.

    Work Experience Seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required.

    Demonstrated experience in recruitment processes is required.

    Experience in data analysis or reporting on HR metrics, information and document management, or related area is desirable.

    Experience using ERP systems, such as PeopleSoft, SAP or others, to manage HR is desirable.

    Experience providing training to users in client offices and to colleagues is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Spanish and English is required. Knowledge of another official United Nations language is an advantage.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (speak, read, write, and understand) and ''intermediate knowledge'' equals a rating of ''confident'' in two of the four areas.
