Human Resource and Administration Coordinator

Tunis, Tunisia (with travel to Libya)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified HR and Admin Coordinator to join our dynamic multi-national support team for DRC Libya Operations Coordination Office. You will work directly for the Head of Support Services and have a wide ranging scope of work that will be challenging, interesting, and rewarding. The post provides opportunity for travel to our offices in Tripoli and Benghazi to provide support and training when needed.

About the job

Your main duties and responsibilities will be:

  • Recruitment and People Planning
    • Supporting recruitments to ensure proper planning and compliance to DRC policy
  • Learning and Development
    • Leading on staff development plans, supporting managers in developing and delivering trainings
  • Performance, Well-Being, Compensations & Benefits

Ensure staff are compensated in a timely fashion and in accordance with DRC salary scale and Benefits package. Implement DRC Well-Being policy and support Code of Conduct and PSEA initiatives.

  • Human Resources Policies and Standard Operating Procedures
    • Draft, review, update HR Policies and Guidance
  • Administration and other tasks
    • Monitor and support the planning of international staff travel, visa applications and staff health insurance.

About you

To be successful in this role we expect you to be an experienced HR professional with a proven track record of working with a similar organisation or in an international context. You must be dynamic, flexible, solutions orientated, work under pressure and bring a ’can do’ attitude to the table. You will need to be highly organised and be able to multi-task while ensuring priorities are identified and deadlines met. Proficiency in ERP platforms, payroll systems and other similar software solutions is a must You will need to be able to speak and work in English at a high level and be able to adapt quickly while working in both Tunisia and Libya contexts. Moreover, we also expect the following:

Required

  • Master's degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources
  • Minimum 3 years' working experience in Human Resources, preferably with at least 2 years in a Human Resources role within an INGO
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes, including commitment to confidentiality.
  • Extensive knowledge on local labour laws within the region (Tunisia & Libya)
  • Excellent skills in handling and advising on complex people management issues
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience using an online system for recruitments and payroll. Experience and willingness to work in the field in volatile and insecure areas.
  • Experience living and working in a cross-cultural, multi-sector, team environment
  • Ability to work well under pressure and in adverse conditions
  • Excellent communication skills. Fluency in written and spoken English (French and Arabic a plus).

Desirable

  • HEAT certificate preferred
  • Working knowledge of Homère, Dynamics and Talent Management (digital solutions for recruitments)
