Organizational Setting

The FAO Representation was established in Cambodia in 1994. The overarching goal of FAO’s programme in Cambodia is to contribute to the eradication of poverty, food insecurity and malnutrition and to the sustainable management and use of the country’s natural resources.

Reporting Lines

With the overall supervision of FAO Representative in Cambodia, the selected candidate will work under the direct supervision of Assistant FAO Representative (Administration),

Technical Focus

The incumbent will provide supports in the recruitment of consultants and project employees.

Tasks and responsibilities

  • Provide and coordinate the delivery of comprehensive human resources support and policy-related services; ensure compliance with relevant policies and regulations as well as transparency and consistency of transactions and procedures;
  • Coordinate a wide range of personnel actions including appointments, extensions, transfers, etc.; process requests and provide advice on entitlements; review, maintain and update confidential personnel information records and files in the area of responsibility;
  • Provide briefing and debriefing to staff members/consultants including answering queries on benefits and entitlements and personnel-related procedures, human resources policy-related issues, social security, insurance and administrative law;
  • Coordinate support to the recruitment process of all categories of staff and non-staff including advising managers on the preparation of vacancy announcements; coordinate interview arrangements with departments and applicants and prepare offers/terms of employment;
  • Provide assistance in the preparation of job profiles; provide advice on proposed changes to post functions; collect background information on post management and update organization charts and staffing tables;
  • Recommend improvements to human resources systems and processes;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in human resources, business administration or related field
  • At least 3 years of relevant experience in human resources and/or general administration;
  • Working knowledge of English and Khmer
  • Cambodian national.

Technical/Functional Skills

  • Experience in the field of human resources or general administration;
  • Knowledge of UN or standard HR rules and procedures and project/programme administrative management procedures is considered an asset;
  • Ability to work independently, under time pressure and meet deadlines;
  • Thoroughness and reliability, sense of diplomacy and tact; Familiarity with procedures related to job recruitments.
  • Prior experience with the UN and/or international organizations is an asset.
