Duties and Responsibilities The United Nations for Disaster Risk reduction (UNDRR) was established in 1999 as a dedicated secretariat to facilitate the implementation of the International Strategy for Disaster Reduction (ISDR). It is mandated by the United Nations General Assembly resolution (56/195) to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system (UN) and regional organizations and activities in socio-economic and humanitarian fields. Upon the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 by all UN member states in March 2015, UNDRR was tasked by the UN General Assembly to support the implementation, follow-up and review of the Framework. As a part of its normative mandate, UNDRR is supporting countries, in particular least developed and small island countries, in the development, implementation and monitoring of progress of national and local disaster risk reduction strategies. UNDRR thereby focuses particularly on ensuring a comprehensive and inclusive approach to disaster risk reduction, in raising awareness and engaging representatives of all relevant stakeholder groups in the strategy discussions.

Background and Context:

The UN refugee agency (UNHCR) and UNDRR are leading on the development of this mapping and analysis of human mobility related provisions in disaster risk reduction (DRR) laws, strategies, and policies at the national and regional levels, in addition to selected case studies at the local level, in collaboration with partners at the International Organization for Migration (IOM) and the Platform on Disaster Displacement (PDD).

This consultancy will build on, update and further develop the mapping exercise commissioned by PDD in 2018 in partnership with UNDRR: “Mapping the Baseline – To What Extent Are Displacement and Other Forms of Human Mobility Integrated in National and Regional Disaster Risk Reduction Strategies?”. Compared to the earlier baseline, this 2023 study will have an expanded scope incorporating a small sample of case studies analysing local DRR plans and strategies and a breakdown of displaced and migrant populations where feasible.

The mapping and analysis will provide insights for policy makers and others working to implement the Sendai Framework for Disaster Risk Reduction 2015-2030 (The Sendai Framework) across humanitarian, development, and peacebuilding objectives that prioritize some of the most vulnerable countries and communities – including displaced people living in fragile and conflict affected contexts. It also aims to support wider efforts to form a holistic overview of the integration of human mobility-related provisions across policy processes in the disaster risk and climate policy spaces.

This consultancy will contribute to PDD’s Workplan on expanding the knowledge base on the inclusion of human mobility disaster displacement in DRR strategies and plans. It will also consider and draw on the Words into Action on Disaster Displacement tools developed by UNDRR, the Norwegian Refugee Council (NRC) and partners, which gives recommendations on how to include displacement related provisions into DRR strategies.

This study will contribute to the High Level Meeting (HLM) of the midterm review of the Sendai Framework (MTR-SF) in May 2023, with a focus on Targets B and E of the Sendai Framework, and enable governments to further integrate human mobility-related provisions in DRR laws, policies, and strategies – with a focus on policy coherence and implementation. The mapping and analysis will include DRR laws, policies, and strategies developed for fragile and/or conflict affected countries based on contexts pre-identified by UNDRR.

A secondary objective of this consultancy is to inform targeted engagement with States and other relevant stakeholders at the local, national and regional levels on the consideration and integration of best practice for the protection of displaced people, migrants and persons at risk of displacement in the development or revision of DRR law, strategies and policy based on a desk review of all existing (i.e. published) documents.

The mapping and analysis will take a holistic view, bridging to parallel policy processes. It will be undertaken within the frame of the first Global Stocktaking of the Paris Agreement, which includes similar review exercises such as mappings of human mobility related provisions in National Adaptation Plans (NAPs). The study also aims to support the ongoing implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact on Refugees (GCR) which contain specific provisions on the need to include migrants and refugees in disaster risk reduction strategies.

Tasks and Responsibilities Under the technical supervision of UNDRR and UNHCR the consultant will be responsible for the following: a. Baseline data and analysis of national, and regional laws, strategies, and policies to reduce disaster risk, and selected case studies of local disaster risk reduction plans and strategies presenting in detail (matrix) and in summary (overall findings): - Mapping of existing/accessible/published national and regional DRR laws, polices, strategies, including fragile and/or conflict affected country contexts. - Develop a small sample of case studies through desk-based research analysing local DRR plans and strategies in selected countries. - Mapping and analysis of inclusion of provisions for addressing human mobility related provisions in these local, national, and regional DRR laws, policies and strategies identifying good practices and persisting gaps. - Where applicable identify other relevant and complementary law/policy/strategy documents (in line with Target E) that contain provisions contributing to reducing the risk and impacts of challenges associated with displacement and migration for selected countries and/or (sub)regions.

b. Strategic opportunities for engagement or support in the development or revision/updating of national and regional DRR law, policy, and strategy development: - Mapping of timeframes for strategy revision or development in line with the Sendai Framework over the next period, i.e., until 2030, as potential windows for engagement. - Identification of countries with active engagement or interest expressed in including human mobility related provisions in their DRR framework (contact information of interlocutors). - Formulation of recommendations to support strengthened inclusion of human mobility related considerations in local, national, and regional DRR laws, policies, and strategies. - Identification of research questions for follow-up studies.

c. Support dissemination of findings at key sessions (e.g. HLM of MTR-SF, PDD sessions etc) as agreed with UNDRR, UNHCR, and PDD. Methodology and tentative timeline for the mapping exercise is outlined below: - Pre-consultation with UNHCR, UNDRR, IOM and PDD Secretariat on best method to identify and gain access to current law, strategy, and policy documents and access to key informants for follow-up interviews or correspondence (incl. through UNDRR regional offices). - Consultation with relevant stakeholders (NRC, International Federation of Red Cross (IFRC), United Nations Development Program (UNDP), Global Network of Civil Society Organisations for Disaster Reduction (GNDR), International Displacement Monitoring Centre (IDMC) etc.) - Desk review of published national and regional laws, policies and strategies to update the existing database from the previous mapping, in addition to selected local policy and strategy documents (accessible online). - Review of existing mappings of DRR strategies (PDD 2018, NRC 2019, etc.) - Selected case studies on the inclusion of human mobility related provisions in DRR laws, policies, and strategies in fragile and conflict affected country contexts based on a shortlist created by UNDRR. - Based on desk review findings, identify partners and priority countries/regions for follow up interviews and/or correspondence in order to: - Identify windows for strategy revision process for technical assistance on this topic: - gain access to information on strategy revision (or strategy development) process timelines - gain insights on support needs and/or opportunities for engagement - identify additional national policy/strategies/laws and other documents of relevance

Sub-activity: 1. Pre-consultation with UNDRR and UNHCR on best method to identify and gain access to current strategy documents, laws and policies and access to key informants for follow-up interviews or correspondence.

2. Desk review of published national and regional legal, policy and strategy documents (accessible online or direct contact with government representatives).

3. Submit a first draft of the mapping and discuss how to proceed, i.e., which countries to follow up on/ identify interview candidates for further information etc.

4. Based on desk review findings, identify partners and priority countries/regions for follow up interviews and/or correspondence in order to:

- gain access to information on strategy revision/strategy development process timelines - gain insights on support needs and/or opportunities for engagement - identify additional national policy/strategy and guidelines of relevance

5. Submit final draft report to a reference group comprised by UNDRR, UNHCR, IOM and PDD Secretariat.

6. Finalize report for publication and prepare presentation of findings.

Management and Supervision: The consultant will report to the Programme Management Officer - Partnerships and Stakeholder Engagement Unit, UNDRR and UNHCR and extensively collaborate with PDD, IOM, NRC and other partners.

Qualifications/special skills An advanced university degree in law, social sciences, international relations or political science, or a related field, is required. A first-level university degree in combination with a minimum of 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of demonstrated experience in relevant areas of disaster risk reduction and management, human rights, international protection, refugee law and policy, international migration, climate change, or a related field is required. Experience in analysing national and sub-national strategies, laws, and policies is required.

Languages Excellent written and oral skills in English is required. Knowledge of French, Spanish, Portuguese, Arabic, or other UN official languages considered an asset.
