Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, to achieve the outcomes sought by the clients.

UNOPS has been active in Lebanon since 2015, delivering projects in support of the Government of Lebanon and partners. Since the explosion at the Beirut Port on 4 August 2020, UNOPS has significantly scaled up its presence in the country to support the humanitarian response and both its presence and portfolio have undergone expansion

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Project- specific

The current crisis in Lebanon, coupled with the COVID-19 pandemic and the Beirut Port Explosion in August 2020, have impacted the health sector both in terms of the health system and patients themselves. The shortage of funding, health workers, medical supplies and equipment, as well as the aging infrastructure and equipment have created a gap between the increased demand for health service and the capacity of the existing national health system to absorb the current demand.

Furthermore, the critical shortage of electricity in the country is further exacerbating the health sector’s already limited capacity to provide essential health services. While Lebanon is on its way toward the target to cover 30% of its energy consumption from renewable energy sources by 2030, the primary source of energy generation in Lebanon is still imported oil products, making up 96% of total energy generation as of 2019. Therefore, an integrated approach to enhance the operational capacity of the health sector, including sustainable supply of electricity is needed in Lebanon.

To contribute to the above, UNOPS, in collaboration with the Ministry of Public Health (MoPH) in Lebanon, proposed health sector support through provision of equipment and installation of renewable energy solutions.

Functional Responsibilities

The Health Safety, Social and Environmental (HSSE) Analyst will report directly to the Project Manager and will ensure full coordination with the Regional HSSE Specialist, the Hub HSSE Specialist, Quality Senior Engineer, Programme team and Projects’ teams members.

Under the guidance and direct supervision of the Project Manager, the main duties of the HSSE Analyst are to ensure compliance with UNOPS Health, Safety, Social and Environmental (HSSE) systems and provide advice on control measures needed in order to minimize harm resulting from hazards in the project implemented under the UNOPS Hub in Amman.

The incumbent needs to establish a safe workplace according to UNOPS health and safety management systems, as well as fostering a culture of health and safety in all the phases of the implemented project. Specifically, He/ She will be responsible for the following duties:

HSSE Planning, Coordination, and Implementation

● Provide advice and support on various health and safety procedures relevant to the project (such as noise levels, use of protective equipment, and use of machinery etc.) as well as on any additional COVID-19 related PPE;

● Coordinate the development of health and safety systems, and procedures in line with corporate policies and guidelines;

● Support all health and safety related matters during all phases of the project, project planning and implementation;

● Develop visual material for on-site briefings with contractors on occupational health and safety

● With the support of the gender and PSEA team, facilitate the delivery of PSEA briefings.

● In line with the UNOPS HSSE policies and procedures, develop and/ or advise on risk mitigation actions required appropriate for the identified threats, risks levels. Provide advice and support for the PM to prepare health and safety work plans including budget for all aspects of the projects implementation in compliance with UNOPS HSSE policies, procedures and guidelines;

● Liaise and regularly coordinate with the respective contractors to ensure they meet statutory obligations as well as UNOPS requirements in all areas pertaining to health, safety and welfare at work.

● Follow up on the implementation of the Environmental Social Management Plan (ESMP) and Health and Safety plan on work sites.

● Perform health and safety projects’ risk assessments, both routine and exceptional, as required, to ensure optimal health and safety standards are in place and to ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed;

HSSE Monitoring and Reporting

● Propose and control projects’ budgets for health and safety and monitor related expenditures;

● Conduct regular field inspection and monitoring visits to the project sites to identify possible areas/issues of non-conformity (e.g. unsafe work at heights and in excavations), prepare project’s health and safety related reports on occurrences, and provide statistical information to upper management;

● Provide technical advisory and oversight services to ensure that health and safety is a core component of all the project activities and that appropriate funding is provided based on actual needs;

● Ensure that all accidents are documented, reported internally and/ or externally as per the agreed reporting protocols, investigated while ensuring that any recommended improvements are implemented in a timely manner.

● Devise a plan and conduct periodic project on-site HSSE inspections and ensure closure of action items, in close coordination with the Project Manager and the Hub HSSE Specialist.

HSSE Compliance

● Initiate, organize, and deliver Occupational Health and Safety (OHS) training and learning initiatives for the project personnel, contractors, and partners;

● Oversee team’s contributions to health and safety knowledge networks and communities of practice including collaborative synthesis of lessons learned and dissemination of best practices;

● Provide induction to all new project team and contractor on HSSE requirements;

● Support the PM in capacity building planning and transfer of HSSE project-related knowledge among the relevant projects’ stakeholders, both internal and external.'s

Education/Experience/Language requirements

Education: ● Bachelor degree preferably in health and safety management, natural science, engineering, or relevant fields is required.

● A Master’s degree is desired.

Experience: ● A minimum of 2 years of progressively responsible experience in Health, Safety, Social and Environmental (HSSE) management is required, with at least 1 year in managing and implementing projects’ related health and safety matters in mining, infrastructure and/or construction projects.

● Experience in Health and Safety risk assessments, inspections, incident investigation, and training facilitation for mining, infrastructure and or construction projects is required;

● Experience with third party certification audits for Health & Safety and Environment Management is desired;

● Experience of working at UN agencies or other international Humanitarian/ Development organizations is highly desired.

● High proficiency with computers, and other software/ platforms related to the position's field of expertise

● Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset

Language Requirements:

● Full fluency in Arabic and English is required.

Certification: Certification in Occupational Health and Safety, such as NEBOSH IGC1, IGC2, GC3 and OHSAS 18001 is desired.
