Purpose of the Consultancy

Provide technical expertise and develop the Human Resources for Health (HRH) strategy in Palestine.

Background

The Palestinian Ministry of Health signed the UHC2020 Compact, expressing commitment to move towards the implementation of UHC, identifying it as a national priority, and a step to implement the National Health Strategy 2017-2022. To achieve this, special attention should be given to enhancing the availability, accessibility, acceptability, and quality of the health workforce, contributing to the nationalization of all health services in Palestine in support of Universal Health Coverage. Significant progress has been achieved over the years in accelerating the acquisition and employment of potential health workforce into the Palestinian health labor market. The progress is an achievement, but more work still needs to be done to cover the existing shortages in practicing health workforce, especially highly skilled health workers. In support of these efforts, there is a consensus need to develop Palestine’s first national HRH strategy covering both the West Bank and Gaza Strip. The strategy will be used as a guiding document for the health workforce management, planning, and policies for proper investments and interventions.

Start date: March 15,2022

End date: May 30, 2023 (40 working days)

Work to be performed

Output: Development of the Palestine health workforce strategy

Deliverable 1.1: Provide strategic guidance to the development of the Palestine health workforce strategy, including:

a. Review of all available documents

b. Identify and guide the collation of further information needed for the development of the strategy and the plan based on evaluation of the current health workforce situation on the available data and information.

c. Undertake consultations with high-level officials to Identify strategic priorities.

Deliverable 1.2: Create and design the methodology and strategy report to guide the development process.

Deliverable 1.3: Develop the first draft of the strategy and operational plan document for national consultation and review with concerned stakeholders.

Deliverable 1.4: Guide and facilitate the process of conducting national workshops and meetings including providing tools for information gathering validation and consensus.

Deliverable 1.5: Revise the draft strategy and operational plan based on the national consultation and review process recommendations.

Deliverable 1.6: Submit the final strategy document and the plan.

Deliverable 1.7: Develop a monitoring tool for the implementation of the strategy and its operational plan.

Specific requirements

- Qualifications required: Advanced university degree (Master’s level or above) for mid and high end of the range in public health, health policy, and planning, health management, social sciences, or equivalent. A higher postgraduate degree in human resources is an asset.

- Experience required: 10 years of experience in public health and health system strengthening of which 5 years of experience in HRH strategic planning and management, health workforce programs at national and international levels. - Skills / Technical skills and knowledge: Excellent knowledge in HRH issues regionally and globally Excellent organizational and administrative skills Excellent analytical and strong communication skills

- Language requirements: Fluent in English Language verbal and written skills.

Place of assignment The consultant is expected to perform remotely from home.

Medical clearance The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel No travel is required
