Following the IASC System-wide Scale-Up activation for Haiti, and imminent UNICEF L3 Corporate Emergency Activation Procedures, Haiti CO is mobilizing the operational capacities and resources needed to match the scale, complexity and urgency of the crisis, in coordination with national and local partners. Under the guidance and supervision of the CO Chief HR, the HR Officer/Specialist (HSD) has a pivotal role in enhancing the assessment, planning, monitoring, reporting, and evaluation of HR systems and processes within UNICEF Haiti CO. The objective is to bolster the office's HR capacity and elevate its performance.

In the challenging humanitarian landscape, the HR Officer/Specialist will be instrumental in executing HR strategies and initiatives. These initiatives are designed to enhance overall operational efficiency, effectiveness, and ensure the timely achievement of results. This role is vital for navigating the complexities of the current context and sustaining UNICEF's humanitarian mission.

The incumbent in this role will be responsible for executing a range of critical HR functions pivotal to our operations. These functions encompass, but are not restricted to:

 Facilitating the establishment and continuous upkeep of HR policies, procedures, and practices meticulously tailored to the exigencies of our emergency response context.

 Assisting in the orchestration of recruitment and selection procedures, which encompass crafting vacancy announcements, meticulously scrutinizing applications, and expertly coordinating the interview process.

 Playing a pivotal role in the conception and execution of capacity-building initiatives aimed at enhancing the proficiency of HR personnel.

 Offering indispensable support in the meticulous maintenance of precise HR records and databases, ensuring data integrity and confidentiality.

 Actively participating in the coordination of HR-related activities, fostering seamless collaboration with pertinent stakeholders.

 Engaging in close collaboration with Section Chiefs, Emergency Coordinators, and Chief of Field Office, as well as forging effective partnerships with colleagues at both the Regional and Headquarters levels within the organization. This collaborative approach ensures the provision of robust and cohesive HR support throughout our operations.

human resource management in an international organization and/or large corporation is required. Familiarity, Exposition, or experience in HR support in humanitarian context is highly desired. Working experience with UN is desired.

Port-au-Prince is the capital city of Haiti. The metropolitan area accounts for around one third of the country population. Several international organizations have operations in Haiti, as well as many international NGOs. All major European countries, US and Canada have embassies in Port-au-Prince. The city has an international airport, which has direct flights to several US cities (New York, Miami, Atlanta), Paris and other Caribbean Island. Haiti has an intense artistic and cultural life, as well as beaches. The country doesn’t have adequate health infrastructures.

Security: The security level in Port-au-Prince is classified as Moderate (Level 3) as per the UN security management system in Haiti. The rest of the country is classified as Low (Level 2). Nevertheless, although the general security situation in Haiti is relatively calm, it is influenced to varying degrees throughout the country by crime and civil unrest related incidents.

Housing: Several types of long-term accommodation are available in Port-au-Prince: standalone houses, houses in gated compounds and apartments. These could be furnished and/or fully services, or unfurnished. There are several real estate agents in town to facilitate the search.

Schools & Childcare: Children aren’t allowed under UN rules. Haiti is a non-family duty station.

Work for spouses & partners: Haiti is a non-family duty station with a 8 weeks cycle.
