Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines. The HR Service Section (HSS) provides the Agency's staff and personnel with HR services and advice in the areas of job classification, policy, administration of benefits and entitlements, administration of posts and contracts, and on-boarding of staff.

Main Purpose

Reporting to the HR Policy Specialist, the HR Policy Consultant develops and revises HR policies and guidelines in connection with the MTHR project on simplification of the Administrative Manual provisions for increased efficiency, clarity and consistency.

Functions / Key Results Expected

• In relation to the above-mentioned project, identify changes required in the Administrative Manual in consultation with practice experts in MTHR and prepare comparative analysis of the Agency's rules benchmarking against other international organizations; • Review proposed changes, advise on feasibility, legality and compatibility with existing rules and polices and identify any potential risks; • Draft amendments to Staff Rules and Administrative Manual provisions taking into account operational considerations and prepare the necessary documents for consultations within MTHR and other stakeholders; • Review comments and edits from stakeholders, prepare responses to queries and update the draft documents as required; • Provide technical expertise to the HR Policy Specialist in preparing interpretation and guidance on the application of the Agency's Staff Regulations, Rules, policies and guidelines.

Qualifications and Experience

  • Advanced university degree in Human Resources, Law, International Management, Public or Business Administration or other related fields;
  • A minimum of five years of professional experience in human resources management, policy development, legal affairs or related field is required;
  • Experience in drafting policies, guidelines, position papers or legal opinions and coordinating with multiple stakeholders is required;
  • Excellent oral and written command of English is essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish).

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 350, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
