Job Description

Scope: The HR & Operations Manager oversees and implements the region’s human resource, administrative, and facilities activities. They serve as the region’s main HR professional, providing a spectrum of services from tactical to strategic. This role also attends to the region’s logistical needs and assumes administrative duties in the absence of the Executive Director. The HR & Operations Manager is part of the Leadership Team for the NorCal region and is expected to contribute to the strategic direction setting and operational problem solving through their areas of professional expertise. As the HR function within the NorCal offices, Regional and HQ levels; this position will need to engage with the Regional HR Partner to ensure compliance with all organization-wide policies and procedures. This position can be based in any of the NorCal offices.

Responsibilities: Include, but are not limited to

Human Resources:

· Serve as the region’s HR Focal Point providing a first point of contact for employees on all HR related matters, including recruitment; new hire paperwork, new hire orientation, benefits questions; payroll matters; on-boarding and staff development; employee relations; performance management; career mobility; and leaves of absence, status change, and separations. (Note: Some HR services are centralized in NYC-based HQ, such as benefits; HRIS Data Entry and Payroll)

· As needed, escalate issues and/or seek support from the Sr. Regional HR Partner.

· In conjunction with hiring managers, responsible for overseeing all aspects of recruitment processes including job description development, job postings, review of resumes, interviewing, reference checks, background checks, and job offers.

· Provide office management with accurate and knowledgeable advice on HR matters, and ensure compliance with HR-related IRC policies and procedures and California-specific Labor Laws.

· Along with the Executive Director, serve as a primary liaison with the Senior Regional HR Partner.

· Manage and maintain electronic office personnel records of employees and prepare all paperwork with supporting documentation for all Workday transactions to include new hires, staff transfers, supervisory changes, separations, etc.

· Oversee leave and attendance records for all staff; ensuring management and employees have accurate PTO data to make appropriate decisions.

· Manage the background check procedures for staff, and independent contractors.

· Provide New Hire Orientations and workshops on Human Resources policies and fringe benefits, as needed, and communicate with Benefits representatives and other benefits personnel.

· Manage and support HQ HR initiatives including IRC Way Day, Duty of Care, Safeguarding etc.

· Ensure hiring and general HR practices are aligned with IRC’s gender, diversity, equality, and inclusion (GDEI) initiatives and policies.

Administration:

· Provide mentorship and supervision to Admin staff, including leading team meetings, individual supervision and coaching, and conducting goal setting, and performance reviews.

· Manage or oversee all property assets including: office space, vehicle fleet, and related assets.

· Manage or oversee office and equipment leases, coordinate repairs and improvements with landlords, and manage the purchase of office equipment and other office and program supplies.

· Serve as the regional IT focal point.

· Serve as the office point person on all matters related to procurement.

· Approve Integra vendor creations and invoice journals.

· As point of contact for procurement, work with IRC headquarters, IT department and outside vendors in making all on site purchasing decisions, including IT equipment and office supplies.

· Negotiate agreements with contractors and vendors for all office requirements. Manage all contractor and vendor billing.

· Provide administrative and logistical support to office personnel, programs, events and management structure.

· Ensure all office supplies and equipment is in steady supply and in working order.

· Coordinate with the Finance Director to manage administrative expenses and reports.

· Other duties as assigned by the IRC Northern California Executive Director.

Requirements:

Education:

· Bachelor's degree, preferably in Human Resources or Business Administration; or equivalent experience

Work Experience:

· 1-3 years Human Resources experience in an HR support function or service center.

· 2+ years in facilities management; procurement; logistics or related field a plus.

· SPHR-CA or PHR-CA strongly preferred.

Demonstrated Skills and Competencies:

· Foundational knowledge of HR concepts, including Federal & State employment laws

· Excellent written and verbal communication skills.

· Highly learning agile: capable to adapt quickly to change and apply new information and skills to work duties.

· Self-motivated to plan, prioritize and problem solve independently.

· Ability to build and foster effective and positive working relationship with colleagues, and maintain confidentiality to the highest degree.

· Proficient in MS Word, Excel, and PowerPoint; experience in Workday and applicant tracking systems a plus

· Experience successfully working in a multicultural environment.

Work Environment:

· Standard office work environment with flexibility to partially work from home

· Occasional travel to other regional sites (Oakland, San Jose, Sacramento, and Turlock) required.
