OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas and harmonized with the United Nations country teams. The objective of the Polio programme is to eradicate polio as per the Global Eradication Initiative (GPEI) End Game Plan 2019-2023 as well as reducing morbidity of other EPI target diseases

DESCRIPTION OF DUTIES

Ensure full compliance of HR activities with WHO rules and regulations, policies, procedures and strategies; effective implementation of the internal control and functioning of the HR management system.

Advise all polio staff on aspects of HR policies and procedures including proper use of contractual modalities.

Provide substantive input to HR planning and forecasting of the staffing needs and facilitate and monitor the recruitment of non-staff hired on Third Party Contractual Modality, Agreement for Performance of Work (APW), and WHO affiliated UNOPS contractors.

Support Country Office selection processes including drafting position descriptions establishment of positions in GSM, issuance of vacancy announcements, screening of candidates, interview panels and related activities.

Develop and manage Polio rosters for local positions including but not limited to UNOPS contractors and GS staff positions.

Provide orientation programmes and briefing to newcomers for Polio staff and non-staffMonitor all staff and non-staff contract's expiry dates, initiate and follow up on requests for extensions.

Advise supervisors and staff in understanding and using the performance appraisal system and provide performance management advice to staff & managers; flag any issues to the Polio HR Officer at country and Regional Office HR team.Report to the Regional Office on Danger pay related to Polio staff and non-staff, Location verification, Dependency verification and other HR issues as required.

Initiate timely separation of staff contracts and follow up with Regional Office HR team and GSC for necessary action.

Support HR Officer for all matters related to staff and non-staff grievance emails/letters of complains and HR cases that require further investigation and action.

Provide adequate administrative support to the polio programme by allocating responsibilities of activities to the relevant administrative support staff working in the operational team for timely completion of priority activities and optimal staff time usage.

Act as a referral point, provide guidance to administrative support staff on completed staff work, correspondence procedure, channel of communication, development and maintenance of in­house database wherever required for strengthening institutional memory and generating useful management information.

REQUIRED QUALIFICATIONS

Education

Essential: University Degree in human resources management, public or business administration, Law, from a recognized university Desirable: Knowledge of HR/ Admin policies and practices in the WHO or UN Common System.

Experience

Essential: At least two years' experience in the field of human resources management services in a large program operations setup situation. Desirable: Relevant experience in WHO, the UN System

Skills

• Knowledge of human resources management policies, practices and procedures and ability to apply them in the country office setting. • Ability to identify issues, formulate opinions, make conclusions and recommendations. • Ability to write in a clear and concise manner and to convey written information in an effective manner• Sound analytical and organizational skills, with the ability to promote consensus, guide, and advise others • Time management skills. • Knowledge and understanding of administrative rules and procedures, good administrative knowledge of the functioning of government departments/ministries.

REMUNERATION

Remuneration comprises an annual base salary starting at PKR 4,222,713 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
