Reporting to the Team Leader, EPR partners team, and under the overall guidance of the RHRT, and within appropriate delegated authorities, the Human Resources Officer provides human resources management services managing a team of dedicated HR support staff who supports the partnership with the Emergencies Preparedness and Response cluster. The Human Resources Officer is responsible for part of the day-to-day HR operations of the office within the Emergency Preparedness and Response cluster.The Human Resources Officer consults and collaborates with the EPR partners team lead, the Regional Human Resources Manager at the Regional Office, the AFRO Country Support Office in Pretoria and the WHE Team at HQ on staffing requirements and structures; ensures the coherent application of Staff Rules and Regulations, and related SOPs in the administration of entitlements, including consistent implementation of delegated authorities and responsibilities on policies and other complex and sensitive matters.

The position is to provide full range of human resources management services to the EPR Programme to support operations and to respond to events and emergencies.

The incumbent will provide advice on interpretation and application of HR Policies, Regulations and Rules, participate in human resource planning, workforce planning, recruitment and selection, on-boarding, in the case of events and emergencies, rapid deployment of staff and responders, pre- and postdeployment management of staff and non-staff, contract administration, performance management, including staff development and learning, manage the human resources services response to emergencies by ensuring alignment with the incident management workforce requirements and responsive to evolving changes in mandate, operational priorities and budgetary imperatives, in full compliance with WHO rules, the emergency Standard Operating Procedures (SOPs) and delegations of authority.

The Republic of Congo is a low-middle income country, located in Central Africa sub-region.

The country shares boundaries with Gabon in the South-West, Cameroon and Central Republic Africa in the North and North East, the Democratic Republic of Congo in the East, Angola and Atlantic Ocean in the South.

Because of the persistent drop in the price of oil, this situation drove to the decline of the gross domestic product per capita, from $3,196 in 2013 to $1,658 in 2017. Nevertheless, the country is globally stable and safe in the main urban and rural areas.

Frequent disruptions are recorded in the electricity supply, particularly in Brazzaville (political capital) and Pointe-Noire (economic capital). The living cost is relatively affordable, but some concerns with the cost of decent housing should be noted. The population enjoys dressing in style and loves music both profane and religious.

According to United Nations security standards, life and travel in Brazzaville and in the other areas major are secure.

The Republic of Congo is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
