The UIS is the official source of internationally comparable data used to monitor progress towards the Sustainable Development Goal on education. With custodianship of SDG 4 Global and Thematic Frameworks, the UIS hosts and co-chairs the Technical Cooperation Group on the indicators for SDG 4. The UIS was established to improve UNESCO's statistical programme and to develop and deliver the timely, accurate and policy-relevant statistics needed in today’s increasingly complex and rapidly changing social, political and economic environments. The UIS is in the process of implementing a reorganization aimed at clarifying accountability by integrating related functions within the same section, strengthening quality assurance and standards-setting functions and strengthening country engagement to improve data coverage and support to member states. This will reflect key revisions in areas such as standards, methodologies, survey operations, analysis and communication. SCOPE OF WORK ------------- **Main responsibilities and tasks** Under the overall authority of the Director of Operations and the immediate supervision of the HR Officer the consultant shall, in line with the provisions of the UNESCO HR Manual and UNESCO’s established practice: - Develop generic job descriptions (JD’s)/ToRs for the UIS professional and general service posts located in field offices and Montreal and prepare job evaluations and rationale for classification purposes. HRM shall provide overall classification overview, analysis and comments and UIS shall provide and organize provision of substantive/technical documentation, guidance, participation, review and feedback. - Carry out desk audits, that is conduct interviews with supervisors and incumbents (and other interlocutors, as required), to clarify the duties and responsibilities assigned, and to verify that these are appropriately described in the corresponding job descriptions/ToRs. - Carry out evaluations of the audited posts against the applicable ICSC evaluation standards, based on the desk audit report and any comments and additional information that may have been provided by the staff member and/or the supervisor. - As applicable, alert and provide comments and recommendations related to the organizational structure and optimization of the distribution of duties. Long Description ---------------- ***Work Assignment Overview*** **1. Desk Audits** The desk audits shall be conducted in line with the provisions of the UNESCO HR Manual and UNESCO’s established practice. The consultant shall: - Conduct interviews with supervisors and incumbents (and other interlocutors, as required), to clarify the duties and responsibilities assigned, and to verify that these are effectively performed and appropriately described in the corresponding job description. - Carry out evaluations of the audited posts against the applicable ICSC evaluation standards, based on the desk audit report and any comments and additional information that may have been provided by the staff member and/or the supervisor. **2. Evaluation of job descriptions/ToRs** - Review and evaluate job descriptions/Tors against the applicable classification standards promulgated by the ICSC. - Review and evaluate current job descriptions/ToRs to identify potential for generic job descriptions; - The consultant shall receive a complete file including, inter alia, an updated org chart, the previous job description of the subject post, the cover memo or accompanying rationale for the update (if any) and any other pertinent documentation/information. **3. Develop JDs and ToRs** - The consultant will review the current Montreal and Regional Field Network JDs/ToRs of the UIS, conduct interviews with the UIS/DIR, DIR/OPS and will develop generic JD’s/ToRs for professional staff and general service in the UIS located in field offices and in Montreal. The exercise will include the following tasks: - Review of background documentation shared by the UIS (e.g., current individual job descriptions representative of the grade level/ category, documentation on the UIS field network & Montreal org structure, comments/requests by managers and UIS staff etc.); Conduct a comparison of JDs from similar organisations. - Conduct interviews with DIR/UIS, DIR/OPS, HRO and any other interlocutors that may be suggested to collect information on any readjustments of the org structure and reporting mechanisms/lines, distribution of responsibilities, work modalities between field- and Headquarters-based staff etc.; - Based on items (1) and (2) above, discussions with HRM/SLD/OPC and the generic Job descriptions developed for the UIS, draft generic job descriptions covering the post categories and grades reflected below. Submit the draft generics for UIS and HRM feedback and comments. *Regional Field Network* - Professional Posts: P5, P4, P3 and NOC *Montreal* - Professional posts: D2, D1, P5, P4, P3, P2 - General service posts: G7, G6, G5 + SCs - Finalize the generic job descriptions/ToRs based on UIS & HRM feedback and comments. - Conduct an evaluation of the generic JD’s and provide HRM/SLD/OPC with rating sheets and detailed rationale; discuss, as need be, the assessment with HRM/SLD/OPC. **4. As applicable, alert and provide comments and recommendations related to the organizational structure and optimization of the distribution of duties.** Expected deliverables --------------------- **Expected deliverables** • Draft generic JD’s and ToRs for UIS posts based in Montreal and in the field; • Final generic JD’s and ToRs based on UIS & HRM feed-back and comments; • Evaluation of generics including rating sheets & detailed rationale. -Prepare desk audit reports on UNESCO templates and in line with UNESCO related procedures and practices. -A summary narrative of major activities assigned to the post, ratings allocated and detailed rationale for the ratings ascribed, as well as – where applicable - external and internal relativity with benchmarks, UN jobs and UNESCO posts. -The evaluations shall include a summary narrative of major activities assigned to the post, detailed rationale for the ratings ascribed, a rating sheet and, where applicable, relativity with ICSC benchmarks and common system jobs **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Building partnerships (M) Driving and managing change (M) Making quality decisions (M) Professionalism (C) Strategic thinking (M) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Academic Degree or equivalent in HR Administration, Business Administration or related field. ***Work experience*** - At least 5 years of the relevant working experience at the national and international level in providing HR advisory services and/or managing responsibilities in a multi-cultural setting and familiarity with change management processes. - Excellent knowledge and proven experience in the use of the ICSC job evaluation standards for the Professional and higher categories and General Service Category. - Excellent knowledge of the Organizational Design theory and practice. - Prior experience of job design and evaluation consulting services preferably within UN System, ICSC - Experience in the area of statistics and education is an added advantage. ***Skills/competencies*** - Technical knowledge in the areas of Organizational Development, Job Design and Classification. - Use initiative to deliver required outputs and planned results. - Excellent communications and drafting skills. - Independent assessment and integrity. ***Languages*** - Excellent writing, editing, and oral communication skills in English is required; - Knowledge of official UN languages is desirable, including French, Arabic, Spanish, Russian and Chinese. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Interested candidates should click on “Apply Now”, then download and complete the Employment History form (Word file).
